The Huazhou City Detention Center did not give the practitioners a certificate of release from detention. Failing to issue the certificate is a violation of the law.
10. [Jining City, Shandong Province] Mr. Zhang Xiren Missing
Mr. Zhang Xiren, in his 50s, a college graduate, used to work in Weihu Prison. He had the final say in approving and accepting construction projects that cost up to one hundred million yuan. He was sent to a forced labor camp, sentenced to prison, and endured brutal persecution for practicing Falun Gong.
In July 1999, in order to force Mr. Zhang to give up his belief in Falun Gong, leaders of his work unit set up a special task group. Leaders had “talks” with him, and his family, relatives, and colleagues were recruited to coax him into giving up practicing Falun Gong. He was suspended from work, and restricted from going out or communicating with others. Mr. Zhang did not give in.
In May 2000, the local 610 Office instructed the police department and Weihu Prison where he worked to take Mr. Zhang to the Wangcun Forced Labor Camp, where he endured two years of inhuman abuse.
After his stint in the forced labor camp, Weihu Prison officials, upon approval from the Shandong Provincial Prison Bureau, removed Mr. Zhang from his administrative position, expelled him from the police force, and terminated his status as a civil servant.
Around June 2013, the Pei County Court in Jiangsu Province sentenced Mr. Zhang to four years in prison for “using a cult organization to undermine law enforcement.”
Mr. Zhang appealed to the Xuzhou Intermediate Court on the grounds that “the facts on which the judgment was based on do not exist,” and presented detailed and clear evidence. The Xuzhou Intermediate Court refused to look into the evidence and its judicial committee upheld the original judgment.
After Mr. Zhang was taken to Hongzehu Prison in Jiangsu Province, the prison authorities held extended brainwashing sessions to try to “transform” him, restricted the time he was allowed to sleep, and forced him to work overtime. The extensive and brutal persecution took a toll on Mr. Zhang’s mental and physical health and inflicted misery on his family.
After being released from prison, Mr. Zhang had a hard time making a living. He had to move from place to place, and his family and friends eventually lost contact with him. He is still missing.
