6. [Jinzhou City, Liaoning Province] Ms. Guo Shufen Framed
When Ms. Guo Shufen, 66, was walking past Yingpan Pharmacy in the northern suburbs around 9 p.m. on December 9, 2021, she noticed something posted on a telephone pole. She stopped to read it. Someone who was staked out near the pharmacy accused Ms. Guo of posting the information on the telephone pole, and called the Beijiao Police Station in Taihe District.
Officers from the Beijiao Police Station and the Taihe Domestic Security Division arrested Ms. Guo. They body-searched her but did not find anything related to Falun Gong. The officers then went to her home and ransacked the place. They confiscated several computers and printers that the family used for their business.
Liu Changjie, head of the Taihe Domestic Security Division, and deputy head Li Lei wanted to frame Ms. Guo. Since there was no evidence, Liu and Li staged the scene outside the pharmacy, and then forcibly took Ms. Guo there. They took photos to serve as falsified evidence. They submitted the photos taken at the staged scene to the Linghai City Procuratorate, which officially placed Ms. Guo under arrest.
Ms. Guo is still being held in the Jinzhou City Women’s Detention Center. She is only allowed to sleep on her side. As a result she is not able to sleep.
