(Minghui.org) Former high-ranking official Mr. Zhang Zhiyuan, 60, from Harbin City recently submitted a criminal complaint to the Beijing Supreme Procuratorate.

The complaint accused former regime leader Jiang Zemin and members of his inner circle Luo Gan, Liu Jing, and former security chief Zhou Yongkang of initiating the persecution of Falun Gong in July 1999, which brought Mr. Zhang tremendous physical and mental suffering.

The complaint charges Jiang and his men with unlawfully depriving Mr. Zhang of his right of belief, defamation of character, and abuse of power. Under Jiang and his coterie, Mr. Zhang was unlawfully detained and forced into a confession extracted by torture and maltreatment.

Article 36 of China's Constitution states that citizens have the right to freedom of religious belief.

However, Mr. Zhang was arrested, sentenced to prison, and tortured because he went to Beijing to appeal for the right to practice Falun Gong.

When Jiang was interviewed by a reporter from the French newspaper Le Figaro, he made false, defamatory statements about Falun Gong. To protest these lies, Mr. Zhang traveled to Beijing for the first time on October 28, 1999.

There he was arrested and detained for over seven months. His captors used many means of torture to try to force him to give up his belief. His detention brought on the onset of scabies, which affected his whole body.

Both his family and workplace were forced to pay 5,000 yuan for his “room and board” in detention. His position as deputy director of his company was taken away because he persisted in his belief.

Mr. Zhang was arrested again on December 10, 2000 for going to Beijing to appeal. Police stripped him and made him stand outside in temperatures of -5F° for over an hour. He was later sentenced to one year at a force labor camp.

After the persecution was in full swing, he was frequently harassed by the local 610 Office. Because he persisted in his belief, Mr. Zhang's eldest son was refused a passport and his other son was denied all possibility of promotion.

Because he practices Falun Gong, Mr. Zhang acts according to the principles of Truthfulness-Compassion-Forbearance in every part of his daily life. Mr. Zhang had worked at the Harbin City Discipline Inspection Commission.

He conducted business with integrity and did not take bribes. He was highly regarded by his colleagues as an honest employee.
