Ms. Zeng Fanyu and Ms. Cao Guirong Arrested and Tortured

(Minghui.org) Ms. Zeng Fanyu and Ms. Cao Guirong, who were visiting each other, were arrested on November 24, 2014. After the arrest, Xiancheng Police Department officers extorted money from them and tortured them.

Deputy director Yin Guangwei of the Xiancheng Police Department in Liaoyuan City, Jilin Province, was in charge of the arrest.

Yin ordered officers to beat both ladies. He also had the practitioners force-fed with mustard oil and their eyes wiped with chili powder.

Yin also intimidated Ms. Cao's family. He extorted at least 10,000 yuan from them and claimed that it was for bail. He also attempted to extort money from Ms. Zeng's family.

Ms. Zeng's family and attorney went to the police department on January 12, 2015, to inquire about the case. Yin refused to provide any information, saying only that the case was being investigated. He also claimed that only he had the power to release her.
