Police Refuse to Release Woman Though Procuratorate Dismissed Her Case

Two residents in Tongcheng County, Hubei Province were arrested on September 24 for distributing materials exposing the communist regime's persecution of Falun Gong, a traditional spiritual discipline.

Zheng Zixiang (郑自祥) was released on October 24, but Fang Sifeng (方四凤) remains incarcerated at Tongcheng County No. 1 Detention Center, despite the fact that the local procuratorate had dismissed her case.

After the arrest, Wei Yuexiu accompanied their family members to the police department on October 13 to seek their release. Policeman Li Chenggang threatened to sentence both practitioners, and shoved Ms. Wei, an elderly practitioner, out of his office. When Ms. Wei resisted the unfair treatment, he punched her in the back. Li then hit her again on the back before completely shutting the door in her face.

Several other practitioners went with the two practitioners' families to visit the police department again on October 24. Policeman Hu Hanxiong refused to talk to them and called in eight officers to drive them away. Zheng Zixiang was released later that day.

Hu Hanxiong again refused to listen when two other practitioners went to seek Fang Xifeng's release on November 13. He yelled, “Get out of here!” When questioned as to why the police detained Fang beyond the legally permitted 15 days of administrative detention, Hu had no response.
