(Minghui.org) Ms. Sun Baoying, a 56-year-old Falun Gong practitioner from Chaoyang City, Liaoning Province, wrote a letter to the head of the Jinzhou Railroad Police Department, advising him to do good deeds and not participate in persecuting Falun Gong practitioners. Subsequently, officers from the police department arrested her and colluded with the court to sentence her.

On July 27, 2013, Ms. Sun and three other practitioners gathered near the Chaoyang Train Station. They were arrested by Zhao and two other officers from the Jinzhou Railroad Police Department and detained at the Qianjin Police Station. After the interrogation, all exccept Ms. Sun were released and sent home.

Ms. Sun was transferred to the West Dayinzhi Police Department and detained there. After repeated inquiries by her family, the police finally acknowledged that they had started investigating Ms. Sun because she had written to the head of the police department, and that they had followed her and arrested her for this reason.

Less than a week later, the heads of the related police departments, Zhang Zhiqiang, Fan Tiewei and Li Yangyang, presented the case to the Procuratorate for approval and possible sentencing.
