(Minghui.org) The Zhengzhou City Health Department issued a policy in September 2012, requiring that every district report information on patients with severe mental illnesses. The department also required the number of cases to be no lower than 0.2% of the population, otherwise that district's officials would be reprimanded. This news triggered a wave of public anger. For example, only 12 patients were registered in one district, but the number had to be increased to 71 in order to meet the criteria. This seemingly arbitrary policy required that a number of people had to be classified as “mental patients” even though they were healthy! The policy came from the National Health Ministry. Was it possible that officials in other areas were doing the same thing?
This number reminds us of another policy described in the Nine Commentaries on the Communist Party:
“Mao Zedong said in a document, ‘There are still many places where people are intimidated and dare not kill the reactionaries openly in a large scale.’ In February 1951, the central CCP said that except for Zhejiang province and southern Anhui province, ‘other areas which are not killing enough, especially in the large and mid-sized cities, should continue to arrest and kill a large number and should not stop too soon.’ Mao even recommended that ‘in rural areas, to kill the reactionaries, there should be over 1/1000 of the total population killed… in the cities, it should be less than 1/1000.’ The population of China at that time was approximately 600 million; this ‘royal order’ from Mao would have caused at least 600,000 deaths. Nobody knows where this ratio of 1/1000 came from. Perhaps on a whim, Mao decided these 600,000 lives should be enough to lay the foundation for creating fear among the people, and thus ordered it to happen.”
“Whether those killed deserved to die was not the CCP’s concern. ‘The People’s Republic of China Regulations for Punishing the Reactionaries,’ announced in 1951 even said that those who ‘spread rumors’ can be ‘immediately executed.’”
In the past the Chinese Communist Party (CCP) assigned many quotas, from the Right Wing and landlords, to forced relocation and forced abortion. This frenzy has become extreme during the persecution of Falun Gong in recent years. In order to meet the high quota of “transformed” practitioners, officials exhaustively torture practitioners, brainwash them, and extort money from their families. Guards have told practitioners that they were following orders from above to torture them. They also told them that their deaths would be documented as suicides.
Arbitrarily labeling people as mentally ill patients is not a new tactic. Many people who appealed for their civil rights, along with people who held opinions which differed from those of the regime, were detained and mistreated in mental hospitals, as though they were patients.
To make things worse, the Party is responsible for many people now having mental disorders as a result of severe physical abuse and brainwashing.
Mr. Wu Zhaobin, a practitioner in Cang County, Hebei Province, after going to Beijing to appeal for the right to practice Falun Gong in September 2001, was detained by officials for two months before being sent to the Shijiazhuang Forced Labor Camp. While detained he was tortured by guards in many ways, including shocks with electric batons. In agony, and desperate to avoid further torture, he jumped out of a third floor window and nearly died. Although Mr. Wu survived the lengthy physical and mental tortures, the abuse severely harmed this young man, who was in his twenties at the time, and led to a mental disorder.
According to reports on the Minghui website, the CCP sent thousands of perfectly healthy practitioners to mental hospitals, and forcibly injected them with nerve-damaging drugs. Ms. Liu Zhimei, a talented student from Tsinghua University, was subjected to tremendous torture because of her belief in Falun Gong. This eventually led to her mental collapse.
The Party may change one type of quota to another, depending on which group of people is currently being targeted. But its brutal nature remains the same, and it will continue to harm people as long as it holds control over the country and the people.
