Persecution of Li Zhenjun
Ninghe County police officer Wang Deyou arrested Mr. Li Zhenjun and took him to the Lutai Town Police Station in Ninghe County at 1:00 a.m. on July 19, 1999. Ninghe County Broadcast and TV Bureau officials took him back to his workplace and bombarded him with propaganda, coercing him to renounce Dafa. He was held in his workplace for 12 days. Police officers Wang Lixin and Li Decheng, and TV bureau deputy head Wang Xiyan, office Party heads Zeng Fanlin and Bo Lianzhu all pressured him to give up Falun Gong.
Following his release, Mr. Li was arrested in Beijing on October 28, 1999 while appealing for Falun Gong. He was taken back to Ninghe County and held at the police department's Criminal Police Division. Officer Ning Keming handcuffed Mr. Li to a heating pipe and would not let him sleep. The practitioner was subsequently sentenced to three years in a labor camp. Ninghe County TV Station aired footage of Mr. Li in handcuffs while in police custody.
He was held at the Shuangkou Labor Camp in Tianjin between November 8, 1999 and May 24, 2001, during which he was tortured and was forced to do extremely demanding manual labor. Official Zhen Runzhong extorted 6,000 yuan from his family. Mr. Li returned to work following his release but was only paid 400 yuan a month.
A group of police officers led by Liu Yanzhang arrested Mr. Li again at 8:00 p.m. on May 13, 2002 and took him to Ninghe County Domestic Security Division where officer Shi He from Tianjin City Police Department slapped his face. His captors did not let him sleep. He later broke free and lived away from home to avoid the persecution and was arrested again on November 8, 2002. On the return trip to Ninghe County, the police first used phone wires and later coarse ropes to hog-tie him. They also wrapped his head tightly in a thick coat. Officer Zhu tightened the rope even more from time to time.
Mr. Li was handcuffed and shackled at the Lutai Town Police Station in Ninghe County. Officers Yun Peigang, Zhao Ziyou and others did not let him sleep. He was transferred to the Tianjin City No. 1 Detention Center two days later and was locked in the same cell as many felons and inmates on death row. Then he was held at the Ninghe County Detention Center for one year. The guards instructed a drug addict named Liu Lixin and inmate Kan Peng to attack Mr. Li.
Ninghe County Court officials sentenced him to four years in prison in August 2003. The head judge is Yu Ruisen; another judge is Shan Xinhua, the clerk is Li Zhijun, and the Ninghe County Procuratorate public prosecutor is Niu Huiming. Ninghe County 610 Office head Zhang Yuncheng and officials from the Ninghe County Inspection Bureau ordered the broadcast and television bureau to fire Mr. Li. He was sent to Division 5 at the Tianjin No. 6 Prison, where he was forced to read slandering materials on a daily basis and write a weekly report on his thoughts after reading those materials. He was also forced to do extended manual labor. These officials are responsible for acts of gross abuse and mistreatment: Yang Zhongshui, head of Division 5; Zhang Shilin and Qi Shuhai, deputy heads of Division 5, and group heads Song Xuesen, Zu Liming, and Xing Chengdong, among others.
