Mr. Liu Deyu, 53-year-old a Falun Gong practitioner, is employed with Jingmen City Anti-epidemic Station. When the CCP (Chinese Communist Party) began the persecution of Falun Gong on July 20, 1999, Mr. Liu was sentenced to three years in a forced labor camp. He was forced to undergo brainwashing and subjected to all kinds of humiliation and torture. At 10 a.m. on June 23, 2009, when Mr. Liu was clarifying the truth to people in his community, he was beaten and wounded by police officers. He was forced to leave home and went to Zhijiang City in Hubei Province, where he sold socks to make a living. Later, he was arrested and taken back by police officers and detained at Huyaguan Detention Center in Jingmen City, Hubei Province.

Mr. Liu was arrested again on September 7, 2009, after an arrest warrant was issued on July 17. The person who signed the warrant was Ji Zhenjun, head of Dongbao Domestic Security Brigade, who was mainly responsible for torturing Jingmen practitioner Mr. Chen Qiji to death. Another person involved in the persecution was Chen Yue, who is the political instructor of Jingmen City Domestic Security Brigade and has actively participated in persecuting Jingmen practitioners.
