Chen He, about 32 years old, is the deputy leader of the Domestic Security Division in the Xinshi District. He was transferred from the local police station in Jiezhuang in the Xinshi District. He followed his superior Lu Wusuo closely, helping him to persecute Falun Gong practitioners. He has used all kinds of means to monitor, follow and arrest the practitioners, forcibly putting their finger prints on documents and signing their names. He took their photos for records, ransacked practitioners' homes and has even stolen their money and belongings for his own use.
In March 2008, 36-year-old practitioner Ms. Kong Hongyun opened a medical clinic in Building 42 in the residential compound of the cotton mill. Chen He and others pretended to be patients and made secret recordings. On March 14, Chen He led others to the clinic and arrested Kong Hongyun. Then they sealed the clinic and ransacked Kong Hongyun's home. They fabricated accusations against her, and Ms. Kong was sentenced as a result.
In March 2008, a practitioner who worked at the Bank of China was on her way home when Chen He and four or five others Illegally arrested her and ransacked her home, leaving her 13-year-old daughter alone to fend for herself.
On March 15, 2008, Chen He and other police from the Domestic Security Division arrested a female practitioner in Nanjidi, Baoding City, and extorted several thousand yuan from her family members.
On July 1, 2008, Chen He and other police broke into practitioner Ms. Xie Xiuying's house in Fuchangyuan District without even a warrant or other documents, and took her to Baoding Forced Labor Camp at around 10:00 p.m. On July 3, they transferred her to the Shijiazhuang Women's Forced Labor Camp.
Sixty-eight-year-old practitioner Ms. Huo Ruihua, who lives in the Xincheng District, was forced to leave home. Practitioners Ms. Zhu Lanying and Ms. Wang Huan from Hancun Township were arrested and sent to Shijiazhuang Women's Forced Labor Camp. Chen He was involved in every one of these persecution cases. As a method of harassment, Chen He, Lin Hongen and Li Jun from the Jiezhuang Police Station also followed the relatives of practitioners numerous times.
On July 17, 2008, Chen He and others followed the family members of a practitioner to their new home near Hengxiangbei Ave. They waited till the other family member left and tricked the practitioner to open the door. They arrested two practitioners who had been forced to leave their own homes earlier. A few days later, the family members returned to find their new home ransacked, and all the food and drinks in the refrigerator were gone. The entire house had been overturned, leaving everything in a huge mess. After asking about them through many channels, a relative learned that the two practitioners had been arrested by the police from the Domestic Security Division. Sixteen hundred yuan in cash was stolen, and the police also stole a 12-inch TV set, a VCD and DVD player, a receiver and a lamination machine. In addition, they also took a motor bike worth 7000 yuan.
The family members have been asking that their personal belongings be returned for a year now, but not one item has been returned. Chen He has since taken the motor bike for his own personal use and has been attempting to extort more money from the family members.
