Ms. Zhang Xingchao, 64 years old, retired, was the former deputy director of the Wofo Town National People's Congress Office in Tongnan County, Chongqing City. She lived in an area behind Tongnan County CCP School and her residential area was under the administration of Zhengxing Street Police Station. In the past, she suffered from several illnesses, which included lumbar vertebra hyperplasia, pyelonephritis, and constipation. She took many types of medicine, but her illnesses were not cured. The doctors said her illnesses were incurable. However, after Zhang Xingchao started practicing Falun Dafa on January 12, 1997, all of her illnesses disappeared.
On December 9, 1999, Zhang Xingchao, Tan Fang, and Shen Gangfen went to Beijing to appeal for Falun Gong. On the train to Beijing, they told people the truth about the persecution of Falun Gong. When the plainclothes police learned of their intentions to appeal in Beijing, the police arrested them and forced them off the train at Xiangfan City. The practitioners were then sent to the railroad police station and put into a cell. The practitioners were forced to tell their names and home addresses. Zhang Liang, Li Hengyi, and Li Yonghong, from the First Section of Tongnan County Police Department, handcuffed the practitioners and took them away. The practitioners clarified the truth to people in the waiting room of the Chongqing City train station. Zhang Liang was very cruel to the practitioners. The passengers and the train station guards all said that Dafa practitioners are good, and asked the policemen to take off the handcuffs. However, Zhang Liang handcuffed the practitioners again once they were put into a police vehicle
Next day, around 10:00 p.m., Zhang Xingchao and a couple of other Dafa practitioners were taken to Tongnan County Police Department. Li Yonghong conducted a body search of them and took 350 yuan from Zhang Xingchao without giving her any receipt. She also took away over 100 yuan from each of the other two practitioners. That night, the three practitioners were put into a tiny, dark room in the CCP School for the night. The next day, they were sent to Tongnan County Detention Center, where a guard whose last name is Liu, searched them, saying, "hand in your money. I'll put it into the account." The practitioners were forced to take out their money put into the account (when the practitioners bought things from the detention center's shop, the expenses would be deducted from their account). At that time, Li Yonghong was on the scene. After Li went back, she told Zhang Liang that there was money in the account. So Zhang wrote a money-drawing note, forced Zhang Xingchao to sign the note, and then took out 1,200 yuan from the account. Zhang Xingchao was detained in No. 17 cell, where over twenty people slept on one big bed. Among the detainees, one inmate was sentenced to death and another was serving a lifetime sentence.
In the detention center, the Dafa practitioners were not allowed to study the Fa or practice the Falun Gong exercises. Li Hengyi illegally interrogated Zhang Xingchao. As Zhang Xingchao persisted in cultivating herself in Dafa, police guard Zhang Liang then went to threaten her husband and son, telling them that Zhang Xingchao would be given a sentence of forced labor. Zhang Liang then asked the family to pay 4,000 yuan as bail, saying that if Zhang Xingchao was "transformed" within a month, they would return the money. On January 2, 2000, Zhang Xingchao was released. A month later, Zhang Liang let Li Hengyi call on Zhang Xingchao to ask her, "Are you still practicing?" Zhang Xingchao answered, "Dafa is so good, and of course I'm still practicing!" Zhang Liang then said, "If you continue practicing, the bail money will be forfeited." Zhang Liang asked Zhang Xingchao's husband to bring in the receipt, but her husband could not find the receipt. Zhang Liang then said, "So sign your name." Thereupon, they confiscated 2,000 yuan (no receipt was given), claiming that it was used to cover "transportation" expenses.
Around 6:00 p.m. on February 27, 2000, police officer Li Hengyi went to Zhang Xingchao's home and told her go to the police department on request of Zhang Liang wanting to see her. Li Hengyi asked her if she would still practice. She said, "I'm determined in doing the practice." Zhang Liang threatened her, "Talking like this, you need to consider the consequences." They then held her in custody, and illegally detained her in the name of "living under surveillance." They asked her to sign the paperwork, but she refused. Li Hengyi then signed it in her name.
On June 16, Zhang Xingchao's husband found Zhang Liang and asked him, "How long are you going to detain Zhang Xingchao? I need to go to Chongqing to work." Zhang Liang answered, "You can hand in some money and then take her back. Take her to Chongqing. You are not allowed to stay in Tongnan." Zhang Xingchao's husband said, "You have detained her and she has no salary. Even the money that we handed in last time was borrowed from others. We don't have money." Zhang Liang then told her husband that he needed to pay for the living expenses of five yuan per day. Zhang Xingchao's husband indicated that he would go to borrow the money. After her husband handed in 550 yuan, Zhang Xingchao was released.
On July 1, 2000, Zhang Xingchao, Zhang Hua, and five other Dafa practitioners went to Beijing to appeal for Dafa. They arrived at Beijing on July 3, and the Appeals Office did not allow people to go there to appeal. So, on the morning of July 5, more than twenty Dafa practitioners, (including some from other regions), went to Tiananmen Square and unfolded a banner of "Falun Fofa (meaning 'Budda Fa')." After they unfolded the banner, the police rushed up and arrested all the practitioners and took them to the Tiananmen Square Police Station. No practitioner told the police his or her home address or name. A little after 5:00 p.m., the practitioners were taken to Daxing County Police Department. Later the practitioners were separated and sent to different places. Zhang Hua was sent to Suncun Police Station, while Zhang Xingchao was sent to a police station that is about 41 miles away from Daxing County. The police kept cursing Zhang Xingchao and the founder of Falun Dafa until 2:00 a.m. in the morning. In the afternoon of July 6, Zhang Xingchao was transferred to Daxing County Detention Center.
On July 19, the police again sent those Dafa practitioners who refused to tell their names and home addresses to a detention center in Wuqing County of Tianjin City. The practitioners were forced to do slave labor every day. If they failed to finish their assignments, the guards would order the inmate leader to beat them.
On July 23, an elderly policeman said to Zhang Xingchao, "Tell me where you come from and I will send you back." Zhang Xingchao said, "You are lying." The policeman said, "No, I will bring you back myself." "Look, my hair is already gray, so how could I deceive you?"
Zhang Xingchao was deceived by his hypocrisy and told him her name and home address. Then the policeman immediately called Tongnan County to verify her identity, saying, "She wants to go back by herself." Tongnan County Police Department did not agree and they requested that she not be released.
After policeman Zhang Liang heard the news, he immediately called Wofo Town Treasury Department (the director was Li Li) and asked the department to withdraw 5,000 yuan from Zhang Xingchao's salary as the transportation expenses. After he got the money, he and Cai Pin, the head of the 610 Office, went to Tianjin by plane on July 25. In the evening of July 25, Zhang Liang and Li Hengyi sent Zhang Xingchao to No. 17 cell in the detention center.
On August 25, 2000, Zhang Liang made up some documents and illegally gave Zhang Xingchao a sentence of one year of forced labor. He asked her to sign the paperwork. Zhang Xingchao said, "I'm a good person. Why should I sign it?" Zhang Liang then let Li Hengyi sign it in her name. At the Transfer Station for Forced Labor Camp Detainees in Chongqing City, the officials gave Zhang Xingchao a physical exam and again asked her to sign the paperwork. She refused. Zhang Liang then let Li Hengyi sign it in her name for the third time.
Zhang Xingchao was detained in No. 3 Team of Maojiashan Female Forced Labor Camp. Once she was sent there, the guards tried to force her to recite Article 23, something stipulated by the Judicial Bureau. She refused to do so, and the guards punished her by forcing her to stand from 8:00 a.m. to 9:00 p.m. She was forced to stand all day long except during mealtimes. Three days later, on top of forcing her to stand, she was also forced to listen to audio recordings of Article 23 while standing. Zhang Xingchao still refused to recite it. The lawless guards then asked the inmates to read it while forcing the Dafa practitioners to listen.
During the first three months in the labor camp, Zhang Xingchao was forced to sit on a small stool under the sun. After the three months, she was forced to do slave labor in the No. 3 Team's shoes factory, working thirteen hours per day.
In January 2001, the Dafa practitioners there together refused to do the slave labor. The guards then forced them to watch videos slandering Dafa. Dafa practitioners then sent forth righteous thoughts, and the showing stopped two days later. Afterwards, the guards locked the practitioners inside a small room and did not allowed them to come out or see any visitors.
On August 17, 2001, a person whose last name is Pan, and the Director of Women's Affairs in Wofo Town came to take Zhang Xingchao, wanting to send her to her son's home in Chongqing. Just after they came out of Maojiashan Labor Camp, Cai Pin, the Secretary of the Politics and Law Committee called in and ordered them get Zhang Xingchao back to Tongnan County and did not let her go home. At 8:00 p.m., in the "610 Office," Cai asked Zhang Xingchao, "What do you think after a year of forced labor?" Yu Yong was present at the time. Zhang Xingchao then clarified the truth to him. Cai said, "There are orders from the top that for some ones as stubborn as you, if they refuse to be transformed during the forced labor, will be sent to the brainwashing centers." But their attempt was in vain at that time. In the evening of August 17, Zhang Xingchao returned home.
The sum of the money that the police have extorted from Zhang Xingchao's family amounted to 11,100 yuan. That is 350 +1200 + 4000 + 550 + 5000 = 11,100 yuan.
