Facts of the Persecution

Changchun City Falun Dafa practitioner Mr. Mao Zengshun was an employee of Yangge Mineral Incorporation, Ltd. in Changchun City, Jilin Province. He was once a unit director. On February 18, 2000, when he was doing the Falun Gong exercises near his home, the police from the Rongguang Police Station (belonging to the Erdao Police Department in Changchun City) arrested him and detained him in the Chaoyanggou Labor Camp. Mr. Mao was detained there for 7 months. When he fainted due to extreme fatigue, the labor camp officials had no choice but to release him. On October 28, 2001, the police arrested Mr. Mao again, and sentenced him to three years in the Chaoyanggou Labor Camp. On October 27, 2004, Mr. Mao was released. He then went to the Labor Committee in Changchun City requesting to resume his employment. On the afternoon of January 13, 2005, the Labor Committee had a hearing. During the break, Mr. Mao went home to get some evidence but the police from the "610 Office" in the Erdao District arrested him again. He was then sent to the 610 Office brainwashing center in Changchun City.

A list of those from the Tangwanghe District of Yichun City, Heilongjiang Province, who have a history of torturing practitioners

Wen Xiaohui, female, about 45 years of age, is a staff member of the Tangwanghe District 610 Office. Her office phone number is 86-458-3536107. Wen Xiaohui brutally tortured Dafa practitioner Ms. Chen Guiqin, and sent her to a labor camp. Ms. Chen's physical health quickly deteriorated and she died on January 6, 2004.

Jiang Wei, about 40 years of age, was the former deputy director of the Tangwanghe Police Department. Jiang is now deputy director of the Tangwanghe Court. After July 20, 1999, Jiang was transferred from the Tangwanghe Court and made Deputy Director of the Police Department. He was in charge of the persecution of Falun Gong practitioners. Jiang defamed Falun Dafa and its founder. He also actively participated in searching practitioners' homes, confiscating their personal property and arresting and torturing them. Jiang has extorted tens of thousands of yuan from practitioners. In December 2000, Dafa practitioner Mr. Li Yunhua went to Beijing to appeal. After the local police arrested him and brought him back, Jiang brutally beat him, leaving his chest totally black and blue. Jiang also threatened to throw him down from the mountains under the cover of darkness.

Zhang often arrested and detained practitioners and sent them to labor camps. He also required that all practitioners had to obtain approval before traveling, and that they pay some money as collateral. He detained and extorted money from at least 30 Dafa practitioners in the Tangwanghe District. He extorted tens of thousands of yuan from them. He sent fourteen Dafa practitioners to labor camps. Among them, two were sent to labor camps twice, and one was tortured to death. Many Dafa practitioners went to him to clarify the truth with compassion, but he never listened, and he even sent those practitioners to the labor camp.

Cui closely watched and monitored Dafa practitioners, harassed them with phone calls and visits to their homes, illegally searched and confiscated their personal property, and arrested them. He did these things every day and worked very hard at it. Practitioners clarified truth to him, but he refused to listen. As a result, Dafa practitioner Mr. Chen Guiqin's family was severely persecuted. Mr. Chen's home was searched many times, and many practitioners were arrested and illegally detained. Four were sent to labor camps, two were detained for four months, and Mr. Chen was tortured to death.

In December 2000, Shao was appointed Director of the Political Division of the Tangwanghe Police Department. From the day he took the position, he has been brutally persecuting Dafa practitioners. Many times, he participated in searching practitioners' homes, arresting them, extorting money from them, and torturing them by beating them severely. He was very active in fabricating evidence so as to send practitioners to labor camps. He also often went to practitioner's homes for no reason just to harass them. Under his orders, fourteen Dafa practitioners in the Tangwanghe District were sent to the labor camp. Among them, two were sent to the labor camp twice and one was tortured to death.

Zhang is very active in persecuting Dafa practitioners. Many times, he ransacked practitioners' homes, arrested them, extorted money from them, and beat them. He was directly responsible for the Henan Police Station's persecution of more than 20 practitioners. In July 2000, Dafa practitioner Ms. Chen Guihua went to her hometown to visit her mother in the Jinshantun District of Yichun City. Zhang sent policemen to arrest her and take her back to the Tangwanghe District that same night. Zhang forced Ms. Chen to pay 500 yuan as a "transportation fee." He threatened to send her to the detention center if she did not pay. Ms. Chen resisted. Together with policemen Li Yunfeng and Liu Deshun, Zhang forced her to sit in an "iron chair." Ms. Chen absolutely refused. While torturing her, they badly hurt her arms. Ms. Chen was not released until her family members paid the 500 yuan. Zhang sent more than 10 practitioners to the labor camp. Among them, one was sent to the labor camp twice, and was forced to leave home after his release in order to avoid recapture and further torture; one was tortured to death.

7) Ding Ruqiang is more than 40 years old and is the director of Hebei Police Station in the Tang Wanghe District. The phone number for the police station is 86-458-3531313.

Many times, Ding participated in searching practitioners' homes, ransacking their homes, confiscating their personal property, and arresting them. Ding also threatened and swore at Dafa practitioners, as well as tricking practitioners' family members into turning in Dafa books.

8) Yang Xuejian is more than 40 years old and is a policeman working in the Political Security Division of the Tangwanghe Police Department. He actively participated in persecuting Dafa practitioners. Many times, he went to practitioners' homes to harass, monitor, threaten, and arrest them, and to ransack their homes and confiscate their personal property. He stayed at the Tangwanghe Railway Station for long periods of time to monitor whether practitioners were traveling to other cities. In December 1999, Yang Xuejian and Jing Xiangguang went to Beijing to pick up practitioners Chen Guiqin and Guo Yuexia, who went there to appeal to the government. On the way back, they extorted 2,000 yuan from the two practitioners and kept the money for themselves. In December 2000, Dafa practitioner Mr. Zhu Youqi went to Beijing to appeal. When the local police brought him back, Yang madly beat him. In May 2000, at the railway station he found practitioner Mr. He Chunyuan traveling out of the city. He followed Mr. He onto the train and searched his bag in public.

9) Li Gang, about 35 years old, is a policeman in the Criminal Division of the Police Department. On July 20, 1999, Li Gang was a policeman working at the Henan Police Station in the Tangwanghe District. He actively persecuted Dafa practitioners, often illegally searched practitioner's homes and arrested and interrogated them. Dafa practitioners went to him to clarify the truth with compassion, and handed him truth-clarification materials, but he did not listen. He often went to practitioners' homes to search them. He was very thorough, and was quite disappointed when nothing related to Dafa was found. In the area he was in charge of, four Dafa practitioners were detained, sent to labor camps, and had their homes searched many times. Among them, Dafa practitioner Ms. Guo Yuexia was sent to the labor camp twice and was forced to leave home after her release in order to avoid recapture and continued persecution. Dafa practitioners Sun Jiadong and Zhou Jingqiu, husband and wife, were each sent to labor camps for 3 years. Their 13 or 14-year-old child was left at home unattended. As there was nobody to care of him, he was sent to his aunt, who lived far away.

10) Li Yunfeng, about 35 years old, is the deputy director of the Hebei Police Station in the Tangwanghe District. The police station phone number is 86-458-3531313. After July 20, 1999, as a policeman in Henan Police Station, Li Yunfeng often participated in searching, arresting, and interrogating Dafa practitioners.

Li Jianmin, about 40 years old, is a policeman at the Hebei Police Station in the Tangwanghe District. His cell phone number is 86-13845853771. The police station phone number is 86- 458-3531313.

In 2004, he was transferred to the Hebei Police Station, and was very active in persecuting Dafa practitioners. He often went to Dafa practitioner Ms. Zheng Yuqin's home to harass her, peeping into her house through the gate, hoping to find something. On November 21, 2004, he went to Ms. Zheng's home and found a Dafa book on the bed. He immediately arrested her and brought her to the Hebei Police Station. He then deceived her family members, saying that if they turned in all of their Dafa books, everything would be fine and Ms. Zheng would be released. The family believed him and tuned in all their Dafa books. The Hebei Police Station videotaped them as they turned in their books. That afternoon, Ms. Zheng was sent to the Tangwanghe Detention Center and was detained there. After several days, she was sent to the labor camp for two years. This was the second time she was sent to a labor camp. Ms. Zheng was then sent to the Harbin Drug Rehabilitation Center. The center refused to accept her, so she was taken back.

Yang Wenliang, about 50 years old, is a former Director of the Tangwanghe District Police Department, and is now Director of the Tieli City Police Department. His office phone is 86-458-2283200; zip code is 152500.

After July 20, 1999, Yang actively persecuted Dafa practitioners. As a result, Dafa practitioners in the Tangwanghe District were subjected to severe persecution. He sent them to labor camps, detained them for long periods of time, arrested them, and demanded that they obtain approval and pay money prior to any travel outside of town. Together with the District Political Judicial Committee and the "610 Office," he launched a system that severely violated practitioners' human rights. Whenever a practitioner needed to travel out of town, depending on the distance and length of time, the money demanded ranged from 1,000 to 5,000 yuan. Seven different units had to approve the request. In addition, he assigned many guards to watch the railway station, the bus station, and the major roads. If a practitioner was found to be traveling without approval, and without having paid enough, he or she would be arrested, detained, and have money extorted from them. Many practitioners were forced to follow these procedures and pay the demanded money. Because of him, more than 20 practitioners in the Tangwanghe District were detained and had money extorted from them. There were also nearly 10 practitioners who were sent to labor camps. One was sent to the labor camp and was tortured to death.

Many times, Yuan participated in arresting practitioners, illegally searching their homes and confiscating their property. Three days before the 2000 Spring Festival, leading more than ten police officers, Yuan Guofeng and Jiang Wei broke into Dafa practitioner Chen Guiqin's home and arrested all the practitioners there, and ransacked the house. Of the six practitioners in Chen's home, four were illegally detained for 15 days, and two were illegally detained for one day and one night, as well as forced to pay 5,000 yuan.

In December 2000, 10 practitioners in the Tangwanghe District went to Beijing to appeal to the government. Yuan led some policemen to stop them and bring them back. He beat many practitioners very badly and handcuffed a female practitioner to the detention center gate for one day and one night.

Liu Guoqing, about 50 years old, is the head of Tangwanghe District, as well as the director of Tangwanghe Forestry Bureau. His office phone number is 86-458-3532866; His home phone number is 86-458-3532958.

Liu persecuted Falun Gong practitioners, making practitioners in the Tangwanghe District suffer tremendously. Nearly 30 practitioners in Tangwanghe District were detained or had money extorted from them. He extorted tens of thousands of yuan from them; six practitioners were illegally detained as long as 4 months; 14 were illegally sent to the labor camps. Among them, two were sent to labor camps twice and one was persecuted to death.

In March 2004, Dafa banners appeared in front of Liu Guoqing's door. He requested that the police department investigate, but the police department could not find out who did it. Liu then made up a story saying Dafa practitioner Liu Shiguang did it. Even though he had no evidence, he sent Liu Shiguang to the labor camp for one and a half years.

3. The police arrested Laixi City Radio & Television Bureau employee Zhang Weishan again

The police arrested Laixi City Radio & Television Bureau employee Mr. Zhang Weishan at his workplace in Laixi City at 9 a.m. on January 10, 2005. His whereabouts are not currently known. Since Jiang's regime started persecuting Falun Gong on July 20, 1999, Laixi City Radio & Television Bureau officials and the Laixi City police colluded with each other to persecute Mr. Zhang. They put him in a mental hospital a total of 8 different times for further persecution. Once he was detained there for as long as 4 months.
