One day in December 2003, while the county "610 Office" head was driving past a village, he noticed that there were banners pasted on an electrical pole that said, "Falun Dafa is Great" and "Bring Jiang Zemin to Justice." So he went to the village committee office and imposed a fine on the village security officer amounting to 200 Yuan. He also ordered this officer to immediately tear down all Dafa truth-clarification banners pasted around the village; otherwise, he threatened that the officer would receive severe punishment.

There is an elderly retired worker who erected a small, roadside plastic canopy to provide haircuts for passers-by. He greatly values the booklets, pamphlets and flyers distributed by Falun Gong practitioners. Whenever he is free, he goes around to collect all those booklets, pamphlets and flyers that were thrown away, then cleans and keeps them. Not only does he read the flyers, he also distributes them to others and normally briefs his clients about how the Falun Gong practitioners are being persecuted. Those who know him often ask him for news. He says: "Recently, Jiang Zemin was served with lawsuits by Falun Gong practitioners in several countries, and he will be prosecuted one day!" He holds a large quantity of Falun Dafa truth clarifying materials and is often referred to as a voluntary distributor of Falun Gong materials.
