On the morning of December 17, 2003, around 40 Falun Gong practitioners from France, Germany, Belgium, Holland, and Switzerland gathered in front of the European Parliament to hold a peaceful appeal to bring Jiang Zemin, the prime culprit of the campaign of persecution against Falun Gong, to justice in a court of law.

Motorists and passersby were happy to accept Falun Gong materials. Policemen who were there to maintain order were very friendly and willing to learn more about the persecution of Falun Gong. An Italian MEP felt deep respect when he saw the practitioners' solemn appeal. He contacted Italian Falun Gong practitioners immediately and said that they had not informed him about the event early enough and he also said that he was very willing to express his support for Falun Gong. CNN and NTDTV reporters interviewed practitioners and covered the event.
In the afternoon, Falun Gong practitioners arrived at the front of the European Human Rights Court building. In the past, it was impossible to hold an event in front of the Human Rights Building. However, upon arriving at the place of appeal, the practitioners clarified the facts about Falun Gong and the persecution to the policemen present, the security guards and the staff members of the European Human Rights Court. Practitioners told them about Jiang Zemin's crime of genocide against Falun Gong practitioners, and about Belgian practitioners' appeal to the European Human Rights Court as well as the lawsuit against Jiang Zemin. When they learned about all of this, the staff members allowed practitioners to demonstrate the Falun Gong exercises and send forth righteous thoughts on the square. Many people saw the demonstration. Outside the square, practitioners handed out materials to motorists and passersby.
