Since July 1999, the Chief of Police in the National Security Brigade of Boyuquan District, Wang Hongkui and his staff of police officers, Zhang Lu, Li Yuanqing, Hua Ning, Han Guomin, Wang Hongsheng, Ren, Chai, and Shi have been severely mistreating and persecuting Dafa practitioners. They have arrested more than one hundred practitioners and sent a dozen to forced-labor camps. Their latest tactics amount to criminal kidnapping for profit. They have extorted hundreds of thousands of yuan from practitioners in the district.
Dafa practitioner Mr. Li worked hard all his life for low wages. When he was arrested for being a practitioner, Wang Hongkui fined him 20,000 yuan, knowing well how poor he was. Li had saved all his life to buy materials to build a home, and Wang Hongkui also confiscated all the lumber. Wang gave the lumber to a relative for the relative to build a house with.
Another practitioner whose family name is also Li, had to borrow money to pay a fine of 20,000 yuan for the release of his wife.
A practitioner named Bi was arrested and fined 10,000 yuan and then rearrested and fined another 20,000 yuan. Her son had to purchase her freedom using the money he had saved to pay for his wedding.

Wang threatened the sisters that if they could not raise the full amount he would send both of them to Dabei prison in Shenyang City. Finally the Yang's brother raised the money they needed.
Ms. Yao was arrested and fined 15,000 yuan. Her children had to sacrifice their own savings to keep their mother out of forced-labor camp.
Wang Hongkui also arrested practitioner Ms. Kang and tried to extort 20,000 yuan from her. When she was unable to raise the money by any means, he heartlessly sent her to the Masanjia Forced Labor Camp to endure unspeakable torture.
