During the time when Jiang Zemin was visiting Germany, Falun Gong practitioners held news conferences in four different cities. Lord Moyne rushed to Germany from Britain specially to make a speech. He had spent two years making a lot of effort in trying to push for Zhao Ming's release. For instance, he once wrote letters on many occasions to the Irish government, Department of Foreign Affairs and other Irish government officials asking for their attention on Zhao Ming's case and demanding the Chinese government to release him. The Irish government was supportive of his action, and took advantage of several opportunities to negotiate with the Chinese government for Zhao Ming's release. Lord Moyne expressed his gratitude to the Irish government during the news conference and at the same time thanked those from various walks of life who had given tremendous help.

In the news conference, Lord Moyne also exposed a lie fabricated by the Chinese government. He said an Irish official told him that Zhao Ming was not tortured in jail based on the information provided by the Chinese side. Lord Moyne spoke to the audience sternly, "The Chinese government was telling a lie! Zhao Ming's legs were so badly beaten that he was almost paralyzed. He was electrically shocked frequently, and not allowed to sleep. Can these be denied? Now they have detained Ms. Xiong Wei who used to study in Berlin. We must try our best to rescue her."

Finally, he urged the audience to write letters to the German Chancellor and Department of Foreign Affairs. Let these government officials know that Xiong Wei has been imprisoned, and ask them to urge Jiang Zemin to release Xiong Wei.
