In order to keep Falun Gong practitioners from speaking out, the authorities began another reign of terror against Falun Gong practitioners. They circulated a rumor internally, saying that Sinosat once again received pro Falun Gong signals in September and many Falun Gong practitioners went to Tiananmen Square during the October 1 national holiday. They claimed, "Falun Gong practitioners were asked to go to Beijing to appeal," and "Falun Gong once again quietly restored its underground organization and activities." Using these rumors as a basis, these few people in power thus mobilized police and every level of the Party Committees across China to launch another wave of persecution.
