Zhangjiakou is an underdeveloped area, and people are poor, yet local officials there still extort money from and oppress Falun Dafa practitioners. With so much money and goods taken from them, practitioners cannot manage at all. Many families are heavily in debt because of this and have become penniless. Embezzling money, March 2000.
These two criminals fined about 11 practitioners in Da Maping Village. Among them, 6 were fined 1200 Yuan each and five were fined 800 Yuan each (these amounts could be the whole year's income for a poor family). They weren't provided with any receipts and all of the money was taken away by the evil policeman, Wang Baolin.
Buying food and drink and fining practitioners for it.
Whenever a "sensitive date" came (days such as national holidays, when some officials fear practitioners will make more appeals than usual), they would detain Falun Dafa practitioners in the township offices, then take the opportunity to eat and drink and charge practitioners for it.
Confiscating homes and taking away belongings.
In April 2001, they tried to detain the practitioners in Da Maping Village, but failed due to the practitioners' resistance. In the evenings, they broke into different practitioners' homes several times and arrested them. They even pried practitioners' doors open and picked their locks, then arrested them from their rooms. Six of the practitioners had to leave their homes and wander about to this day, and their homes were ransacked the day after they left home.

Illegal fines.
From March to July, 2000, they fined Falun Dafa practitioners and did not give them any receipts. They fined about 11 practitioners and 2 were fined 1500 Yuan, 2 were fined 1800 Yuan, and 2 were fined 5000 Yuan. Those remaining were fined 8700 Yuan, 5700 Yuan, 3700 Yuan, 900 Yuan, and 4800 Yuan.
Beating practitioners.
On January 1, 2001, they illegally detained 21 Falun Dafa practitioners. They directed 6 ruffians to force Dafa practitioners to kneel on bowls, oven ashes, and planks. They punched, kicked and whipped the practitioners. They were extremely wicked!

Searching homes.
From January 1 to the time of the 2001 Spring Festival (the Spring Festival, or Chinese New Year, started on Feb. 24th of 2001), they illegally imprisoned Dafa practitioners many times, fined them, and searched their homes.
Practitioner A: One pedicab and one wardrobe were taken away, and he or she was forced to leave home.
Practitioner B: All belongings were confiscated, and the practitioner was sent to a labor camp.
Practitioner C: This practitioner was fined 5000 Yuan, his home was boarded up, and he and was not allowed to live there anymore.
Spending the practitioners' money to no end.
In April 2001, these criminals went to Beijing to arrest Dafa practitioners, and they stayed in luxury hotels, got dirty special services, and forced the Dafa practitioners to pay for all of it.
Policeman who acted like a bully: Feng Yaomin, officer from Guolei Village Police Station. While persecuting practitioners, he said: "Within the area that I am to control, whatever I say is the law. I can do whatever I want to no matter whether it's beating, cursing, home searching, property confiscation, etc." He is a true villain.

Practitioner # 29: Motorbike, color TV set, and other property.
Practitioner # 30: Since they went to Beijing to make appeals, their two teenage children were left at home. Their home was ransacked and all of their belongings were stolen, including a rice cooker with rice in it--so not one bowl of rice was left for the children.

Beating people.
In May 2000, they surrounded and beat up practitioner Wang Guibin. The beatings caused Wang Guibing's head to bleed and his face to become black and blue. Later on, this May, he was arrested again but managed to escape. To this day, his whereabouts are unknown.
They also beat Ms. Gong Yuzhi. They turned her foot around 360-degrees, and this almost made Gong lose consciousness. Later on, they took off her clothes, only leaving underwear on her, and whipped her violently.
In May 2000, during the time practitioner Ms. Yang Suzhi was illegally detained, she was beaten, whipped, and lost consciousness twice.
In May 2000, while illegally detained, practitioner Ms. Guo Xiulan was punched in the head, and this has left her vision cloudy to this day. In May 2001, she was illegally jailed again and was beaten and pushed to the ground by one of the township chauffeurs, and she was punched and kicked to the point of incontinence. Her body was so bruised that it became horrible to look at.

In October 2000, 5 practitioners were forced to deposit 300 Yuan per person as a pledge that they would stay in their hometown (and not go to Beijing) until the end of the year. But at the end of December, when they asked about the money, they were told that the money had been spent.

Embezzling money.
In January 2000, they illegally imprisoned 5 Falun Dafa practitioners from Wanquan Township in Beijing, and took all 5 of the practitioners' 2000 plus Yuan as their own. In December 1999, they illegally imprisoned one practitioner in Beijing, and took all of the practitioner's 6000 Yuan as their own.
Deliberately breaking the law.
They illegally persecuted Falun Dafa practitioners, and when warned that "It's against the law to beat law-abiding citizens," they said, "Whenever our upper and lower lips touch, the law is made."
They once tore a female practitioner's clothes, and brutally abused and beat her.
