[Minghui Net] Jia Qifang, a Public Security officer from Shahe City, Hebei Province has framed many innocent Falun Gong practitioners. As the section chief in charge of Falun Gong issues, he has used exhaustive and vicious means of persecution in order to achieve his aims of gaining promotion and riches. His crimes are recorded as follows.
Since July 20, 1999, he abused his power to illegally detain, arrest, fine, ransack and sentence to forced labor more than two hundred Falun Gong practitioners. In his dealings with these practitioners, some were beaten to the point of injury and disability. Some practitioners' hair was ripped out while others' pants were stripped off. He utilized the family members of the practitioners, anxious to bring their loved ones back home, by bribing them out of food, drinks, and money. The amount of money defrauded out of each family was between several thousand Yuan (Chinese Dollars), and more than ten thousand Yuan. If practitioners were poor and could give no money, he fabricated slanderous materials from time to time. These he reported to a higher authority and demanded that the accused be sentenced to forced labor camps. Even when his reports were rejected, he continued to issue them. Public security officers from other areas said, "Falun Gong practitioners are all good people. I would rather be removed from my post than to sentence any one of them to forced labor." In contrast, how malicious Jia Qifang has been!
Why would Jia Qifang behave like this? On one hand, he may have wanted to fish for political advantage so that he could get a promotion as a deputy police office commissioner. On the other hand, he may have seized the opportunity to make a big fortune.
In accordance with the provisions of Article Thirteen in "The Criminal Law," Jia Qifang has committed following crimes:
1. Crime of misuse of authority
2. Crime of humiliating and slandering
3. Crime of illegally depriving citizens of their rights of belief
4. Crime of illegally detaining and arresting
5. Crime of illegally searching and tracking
6. Crime of extorting confessions by torture
7. Crime of obtaining evidence by using violence
8. Crime of perjury
9. Crime of interfering with witness
10. Crime of retaliating at the witness
11. Crime of bringing false charges
12. Crime of retaliating and circumvention
13. Crime of mistreating prisoners
14. Crime of intention to harm
15. Crime of perverting the law for the benefits of relatives and friends
16. Crime of violating the freedom of correspondence
Jia Qifang, as a law executor from the public security department, has violated the law in executing the law. Such behavior is utterly inhumane. The law will surely punish him on a most proper occasion.
