The key point was to further intensify the crackdown on Falun Gong. They planed to heavily punish some practitioners who they believed were "backbone figures". They also plotted to execute some practitioners who remain faithful to their beliefs. The purpose was to threaten a large number by killing a few.á

Recently, the central Chinese leaderships issued an official document on "Destroying the reputation of Falun Gong completely, exhausting Falun Gong practitioners financially, and eliminating Falun Gong within three months."
Recently, Luo Gan, the head of the Committee of Politics and Law went to Shandong Province to supervise the persecutions against Falun Gong practitioners. Under his pressure, the Shandong authorities intensified their efforts to crackdown on Falun Gong. A local official instructed that it was okay to torture practitioners as long as they were kept alive.á
[Sichuan] The New Conspiracy against Falun Gong Practitioners in Sichuan Province
According to reliable sources, the Chengdu City officials have made a plan to further persecute practitioners. The quota for arresting practitioners have been distributed to each police station. The number of practitioners to be covered by this new round of persecutions will be unprecedented. Practitioners who openly remain faithful to Falun Gong will be arrested. Those who have pledged not to practice anymore but are still practicing secretly at home will not be spared either. All arrested practitioners will first be detained for three days, and will be further handled according to the results of their "transformation". The conspiracy was made by following the order from the central leaderships. It will be implemented within one week.
A week ago, the police stations in Xichang City of Sichuan Province forced the local practitioners, including those who had pledged to give up Falun Gong but were still practicing privately at home, to turn in three ID photos. According to sources, they were making computer records for all practitioners in the city in order to facilitate further suppressions.á
[Beijing] Human rights violations in an research institute of the Chinese Ministry of Aviation in China
A research institute of the Ministry of Aviation in China is one of the most advanced scientific research institutes in China. Since October 1999, the 30 practitioners in this institute have been detained for over 40 times in total. These practitioners included retired specialists who had studied in Russia, senior researchers, senior engineers, key technicians, young graduate students, and college students etc.
Some practitioners were fired, some were suspended, some had their salaries or pensions withheld, and some were forced to change their jobs. A middle-aged researcher was a computer scientist, and had made important contributions to the institute. Later, he got detained for defending Falun Dafa. After he was released, he was not allowed to continue his previous work.á In June of 2000, he was detained again for unfurling a Falun Dafa banner in Tiananmen Square. After that, he was sent by his workplace to the labor camp. Another practitioner in that institute was also sent to the labor camp.
A practitioner was an important researcher who had received commendation every year. He was forced to leave his post because he appealed for Falun Gong. Later, because he was needed for a research project funded by the state, he was allowed to resume his work. Later, he was detained again for writing to the authorities about Falun Gong issue. Now he is being detained in a mental hospital.á
8 practitioners in the institute have been expelled from the Party for their beliefs. At least two other practitioners have renounced their party memberships.

Practitioners from Tiefa City of Liaoning Province, Wu Haili, Yi Li,
Wang Caiyun, Li Xiangming, Lou Xinghua, Fang Ming, were sent to labor camp
on February 1, 2000 for going to Beijing to appeal for Falun Gong. Among
them, Wu Haili, Yi Li, Lou Xinghua were sentenced to 4 years of forced
labor, Wang Caiyun and Li Xiangming, who were a couple, were sentenced
to 3.5 years of forced labor, Fang Ming was sentenced to 6 years of forced-labor.
The daughter of Wu Haili, a 14 years old girl, was also dismissed from
her school for practicing Falun Gong.
