After a whole day running around without any results on June 30, Zhao Xin's family resumed their arduous petition on July 3. A total of four people, including Zhao Xin's parents, her younger sister and the lawyer, visited the Procurator Office of Haidian District of Beijing and submitted the accusation letter. The person, Mr. Zhang, a division director, whom they talked with, again refused to accept the petition with the same excuse, as they were told last Friday, that they needed to specify names for the accused (the guards in the detention center on duty). Afterwards, he said that the visitors should exclude the lawyer. They had to go to the second floor to visit the lawyer reception division. The receptionist in the office said that, lacking knowledge of the case, he could only forward their material and pass on their opinions. They could do nothing but leave. Then they went to the Police Department of Haidian District, planning to submit the accusation letter there. When they arrived there, they were told they should go to the Petition Office, instead. When they arrived at the Petition Office, however, the office said the case had nothing to do with them and refused to accept it. Therefore, they had to go back to the Police Department, again, and visited the Disciplinary Division of the Department, where they met Mr. Zhang, the director of this division.
Mr. Zhang listened to the opinions of Zhao Xin's family with due courtesy. Then, he indicated that he was informed of the case and would investigate it. He pledged under the discipline of the Communist Party that he would conduct a thorough investigation and restore justice to Zhao Xin's family. Where Zhao Xin's family raised their concern of possible revenge because the accused was the Police Department of Haidian District, Mr. Zhang assured them that it would not happen, and he would be responsible if anything like that occurred. He also indicated that according to they law, the Procurator Office should accept this case. Ideally, to avoid suspicion, the Procuratorate, not his division, should accept and hear this case, because his division was part of the Police Department. But if the Procurator Office refused to accept it, his division would be responsible for the investigation.
That afternoon, they again went to the 1st Branch of the Beijing Procurator Office. The receptionist said the fax had been received and the case was reported to the chief procurator. They were asked to return and wait for a notice. Obviously no direct reception was given in this case. They then went to the Beijing People's Procurator Office. But the staff there asked them to go to the 1st Branch again. When they went back to the 1st Branch for the second time, it was raining. After listening to the petition experiences of Zhao Xin's family, the receptionist believed that the Procurator Office of the Haidian District should accept the case. If they refused to do so, they should give a written explanation. Soon afterwards, Mr. Fan, a division chief, came out to receive them. After learning what had happened, he indicated that the Procurator Office of the Haidian District had reported the case. And he believed the Procurator Office of Haidian District would cheat and he had instructed them to pursue the case by following the legal procedures. He also said that if the Procurator Office of Haidian District refused to accept the case, (Zhao Xin's family) could re-file the accusation. But he said the Procurator Office of Haidian District was entitled to turn down the case orally, which was not consistent with what the reception personnel said earlier. Mr. Fan also said that Zhao Xin's words had been put into writing before she received the medical operation, which, however, Zhao Xin's family had never heard before.
After they walked out of the 1st Branch, another day had passed. With repeated visits ending in vain, Zhao Xin's father was devastated and laid down ill. His whole body shook and he had a fever of about 104 F (40 C). He was hospitalized in the No. 304 Hospital and the fever did not subside after 2 days' of treatment. Now he is receiving intravenous medication in the clinic of Beijing Industry & Commerce University daily. Zhao Xin's mother and her younger sister take turns to attend to Zhao Xin and her father. The burden of taking care of two people is wearing them out.
After several days' efforts ended in vain, Zhao Xin's family could not believe that in the days when the state was heavily promoting "governing the country by law", the phenomenon of not following the law in place and that officials protecting one another could truly be happening in the Capital. Many people that know of this case all agree, "The case should be won (by Zhao Xin's family). But since it involves the issue of Falun Gong, the result is hard to tell." However, as the police executed the law and broke the law, they should be penalized according to the law. What does it have to do with Falun Gong? What law says that detained Falun Gong practitioners could be tortured to near death without taking any legal responsibility? People are waiting for justice!
