Laiyang Communist Party Academy has been used to unlawfully detain Falun Dafa practitioners since July 22, 1999. Normally, a party academy is a place the government uses to train its leaders and educate party members. However, the academy in Laiyang has turned itself into a detention facility where practitioners and good people are abused. Following the central government's instruction to forcefully transform practitioners' ideology, the city of Laiyang formed a "Transformation Team" consisting of 20 people from 7 agencies: Laiyang Department of Justice, Department of Law Enforcement, Procuratorate Bureau, People's Court, Bureau of National Security, City Union, and Women's Association. The Transformation team is headed by Xin Jianhua, vice president of the Laiyang Department of Justice. The Team also hired two hooligans from the city as torturers. There are currently over 20 practitioners detained in the building, who were first detained by the police. When the maximum detention period was over, the police did not release the practitioners. Instead, they transported them to the Academy for further detention. Some of the practitioners detained there include: Ma Qiaoling, Liu Aili, Gong Haihong, Wang Lianjuan, Sun Yuhua, Zhao Huimin, Tang Meiqin, Tang Aimin, Zhang Li, Li Cuijie, Xie Shuling, Zhang Haitao, Wang Haichao, Ma Xiangqian, Gao Song, Liao Weixing, Han Minggang, and Liu Zhitao. In order to avoid intervention from international human right organizations and to prolong the detention of the practitioners, Jiang Zemin and his followers invented an "ideology transformation study program." Inside the study program, Jiang restricted practitioners' personal freedoms and used violent and even inhumane means to attempt to change the practitioners' beliefs. The following are details on how the program tries to transform the practitioners: The facility: The Laiyang Communist Party Academy closed its facilities for renovations this summer. In fact, they were constructing rooms for the detention of Falun Gong practitioners. The "renovations" consisted of adding a large iron gate to the ground floor exit of the west wing, and installing iron bars to all of the windows, thus turning the building into a prison. There are two offices outside the iron gate that house the Transformation Team. The personnel from the seven agencies take turns guarding the facility day and night. Methods of transformation: First, the team tries to force practitioners to write a letter of regret and to curse Master Li and the Dafa (Great Law). The hooligans beat and torture the practitioners who refuse. Secondly, the team holds classes in which they feed the practitioners vicious lies and false evidence from the news media in order to confuse the practitioners and demoralize them. The Associate Dean of the Party Academy, Wang Tingchang, presides over the classes. The Academy does not allow practitioners to receive visits from their families, talk to other practitioners, or study the Fa together. The three most abusive people on the team are: Leng Zhichun, Liang Bing, and Liu Wei. They often verbally and physically abuse the practitioners. Not very long ago, a practitioner was forced to stand for two hours because he went to another room, and to stand in the corridor during the night for nine hours because he was caught reading Falun Dafa books. He was not allowed to sleep at all that night. Another practitioner found reading Falun Dafa books received such a severe beating that he could not walk. Living Conditions: Only five Yuan per person is spent for the practitioners' food each day. Practitioners receive only one small steamed bun weighing about 4 ounces, and a bowl of vegetable soup. When the practitioners asked why they were fed so little, the team members replied: "People who practice Falun Gong need not eat a full meal." This is the reality of a "transformation program." The Laiyang Police Department formally arrested five practitioners, and is holding them in the police detention facility. Their names are: Song Suguang (formerly Person-In-Charge of the Laiyang Assistance Center), Du Nianhai, Wang Mingxiang, Liang Shaopo, and Song Jilong. The charges against them and the dates for their trials are not yet known. Some city government personnel have disclosed that quite a few employees, including those in the Police Department, are beginning to know the truth about Falun Dafa. They are not bold enough to say anything, but they have voiced their discontent with the government's persecution of Falun Dafa. Some government leaders have even apologized to practitioners stating that they known that the government is mistaken about Falun Dafa. Some of the detention center guards have told the practitioners that they should take revenge against Jiang Zemin and his followers once Falun Dafa is victorious. Although many everyday people do not yet know that cultivation means giving up attachments, not engaging in politics, and raising to a higher realm, more and more of them are realizing that they have been deceived by lies from Jiang Zemin. They are on the side of Falun Dafa, and condemn the inhumane persecution against the practitioners. Therefore, the evil people are becoming more and more isolated.
