Names and Conduct of the Police in Xuanwu District Detention Center of Beijing and in Shijiazhuang, Hebei Province

1. List of the criminals who persecuted Dafa practitioners in Xuanwu District Detention Center of Beijing

Li Wei is a female officer. Whenever she is on duty, she would ask all the practitioners who continued doing the exercises to step into the hallway. She would then humiliate them, ask them to squat on their heels for a long time, or beat them brutally including striking their faces with a shoe. Li also asked practitioners to lie down on the ground and she would beat them with a whip. After she got tired, she would then ask the practitioners to squat on their heels for several hours, or bend their body forward with both arms stretching backwards horizontally. Afterwards, she would cuff the hands and feet of the practitioners, and would not release the cuffs for days or weeks.

A 40-year-old male doctor in the detention center, whose name is unknown, had been put in prison due to a medical accident. Since he had saved prisoners with medicine, he was allowed to stay there as a doctor. He was very cruel when force-feeding salt water to practitioners who went on hunger strikes. He also humiliated and beat the practitioners.

2. Police in Shijiazhuang: harming practitioners, overtime detention and huge fines

Crimes in brief: brutal persecution, detention without any reason, cruel beating, and unlawful confiscation of personal property.

Practitioner Zhao Wenyu, went to Beijing on May 13, 2000, and was brought back by the police. Su Mingli and Li Chengxiang asked policemen to put Zhao on the floor and beat him with a police baton for three hours. Zhao's buttocks, legs, feet and right hand were swollen and became black and blue. He was later cuffed for 7 days and 7 nights. There was no legal procedure for Zhao's detention of one month in the police station. Finally, Zhao's family paid fine of RMB 3,000 (about $360, 6 month average wage).

Female practitioner Wang Yunman, went to Beijing to appeal on May 13, 2000. After being caught at the railway station, Wang was brought back to Gexin Street police station. In the evening of the next day, Zhao Zhiqiang and Liu Yazhang beat Wang inhumanly. Liu beat Wang cruelly in the face, which then swelled up. Liu even took Wang's sole money, RMB 50 (about $6). Wang was then handcuffed and beaten with a police baton that had thorns for three or four hours. Wang was unable to walk at that time, but Liu continued to keep her handcuffed to the bed frame. After another around of beating on May 15, Wang's whole body was swollen. Liu grabbed Wang by the ear and slapped Wang's and hit her eyes with his fist. Wang's face and eyes became so swollen that she couldn't open her eyes. On May 16, Sun Zhifeng beat Wang brutally with a police baton. In the end, Wang seemed reach to the limit of endurance, she could only said, "You can beat me to death, I would not stand up." Zhao then poured boiling water to where Wang lay. After this, the driver of the police station hung Wang up in the air by one arm for more than three hours. At that time, Wang was wounded all over her body, and being hung up was so hard to bear that one would rather die. Even some of the staff in the police station thought it was too cruel. In forth round of beating on May 16, Liu again slapped Wang's face. An associate director of the political security section of Xinhua Police Division was there, and said, "Bring her child here, expel her child from school and confiscate Wang's personal property." Actually, Wang's property had been confiscated several times. Wang was illegally detained in Gexin Street police station for 28 days. Liu also demanded RMB 500 (about $60) from Wang's family. Wang went to Beijing to appeal several times in October 1999 and in July 2000. The only money she had, RMB 1,800 (about $220) was taken by Qiao Zhimin illegally. All together, Wang was detained for 75 days and she also lost her job.

On July 18, 2000, about one year after the beginning of the persecution of Falun Gong, Gexin Street police station deceived the following practitioners and detained them illegally: Wang Yuying, Zhang Peirong, Yu Liying and Zhang Suqing.

I am a person who still has some conscience. When I saw these nice, honest ladies who were tortured so inhumanly just because they practiced Falun Gong, I couldn't believe they could tolerate so much. Their peaceful, yet persistent appearance really touched me, which makes me think they are respectable people. Conscience tells me not to sit here and let these things happen. I also need to do something to help these nice people. Who could withstand such evil?

Crimes in brief: cruel beating, mistreating elderly people

Practitioner Li Zongqin, female, 57 years old, lives in Beizhaiying Village in the suburb. She was beaten cruelly three times for practicing Falun Gong. Police hung her up and tore apart her cheek and mouth. She was also beaten with a police baton so that her shoulder, back, left arm and right leg all swelled up. He Weicheng, Li's husband, 57 years old, was also beaten up the same day. The couple was not given food. On March 14, 2000, He was sentenced to three years of labor education, and now he is kept at the 5th division of Shijiazhuang Labor Camp. Li Zongqin was released one week after He was sentenced.

Crimes in brief: brutal torture and illegal detention

At 3AM on February 5, 2000, practitioner Zheng Ping, a 60 year old female who lives in Tangu village 50-3-501, a retired senior engineer, was brought to the police station by Li, director of Yudong Street administrative office and some his people. Zheng was detained for 18 days. Guo Yilong, Li Runlai and Sun Xiangan asked Zheng to take off her coat and stand in the yard barefooted with only a shirt on in such a cold weather for about one hour. They even poured cold water on her feet. After she was brought into the room, she was beaten by Li Runlai and two or three other policemen. She was also asked to stand there for whole night, which made her legs stiff like hard sticks. She was beaten again at 8 am the next morning. On July 1, Zheng was sentenced to three years of labor education and is now kept at the 4th Division of Women Labor Education Camp in Shijiazhuang.

In the evening of February 14, 2000, practitioner Wu Xuejiu was beaten by Guo Yilong and Ren. From 9PM in the evening, Wu's legs were beaten until they swelled up and became purple. Guo slapped Wu's face till 4:40AM. Wu was then asked to remove her coat and stand in water out in the yard till 5AM. Then, Wu was not allowed to eat or sleep.

Persecutions some other practitioners received:

Gai, male, over 40 years old, who lives in Jinma residential complex. Gai was taken away from his home and was hit cruelly on the head with a wooden stick.

Sun Bingfang, female, 57 years old, lives at 50-4-203, Tangu residential complex. She went to Beijing to appeal, and later was sent to Luancheng County Detention Center and was detained there for 30 days. Later, she was taken from her home on July 1 without any reason and sentenced to one year of labor education. Sun is now kept at the 4th Division of Women Labor Education Camp in Shijiazhuang.

Lu Ran, female, 21 years old. Lu was a graduate in 1999 from Teacher-Training College of Shijiazhuang and lives in unit II 4-3-501, Tangu residential complex. Lu went to Beijing in May 2000. After she was detained for 30 days in Luancheng County Detention Center, she was sentenced to three years of labor education. Lu is now being kept at the 4th Division of Women Labor Education Camp in Shijiazhuang.

Crimes in brief: brutal torture, and illegal detention

Wang Taihe is a male practitioner of 60 years old. In 1996 he began to practice Falun Gong. Wang used to be at home on sick leave all year around after the removal of a kidney and a urinary tumor. He fully recovered after practicing Falun Gong. On February 16, 2000, Wang was suspected of notifying the group about exercise practice and was arrested. Ji Zhuangcai asked one policeman to knock Wang down to the floor, and grab him by the hair and bump his head against the wall. Then the policeman tried to strangle him by twisting a towel around his neck. Another policeman hit the outside of Wang's legs many times, attempting to break his legs. The two policemen were talking to each other during the beating, "Why I am not strong enough to break his legs?"

Mu Qinglan is a retired worker over 50 years old. On April 16, 2000, Mu went to Beijing to appeal. She was later sent back to Youyi Street police station and detained there illegally for 12 days. During her detention, Mu was once hung up for 48 hours, and was not allowed to eat or go to the restroom. Director Shi and Ji Zhuangcai often humiliated and beat Mu. Mu was also fined for RMB 500 (about $60, average monthly wage).

Wang Ruiqin is a female of over 50 years. On July 1, 2000, she was cheated into Youyi Street police station. Ji Zhuangcai swore and beat her brutally on the head, mouth and face. Wang was later detained for 9 days without any reason.

Fu Xilin is a female practitioner of 52 year old. On February 16, 2000, she went to Beijing for a peaceful appeal. After learning she was kept at Tiananmen police station in Beijing, Youyi police brought her back and asked for RMB 300 (about $36) for their trip. Police then asked her why she went to Beijing. Fu said, "Falun Dafa is righteous, and it teaches one be a good person..." Before she finished the sentence, Ji Zhuangcai and another policeman started to strike her mouth, head, and legs. They also cuffed one of Fu's arms on to the heater and hung her in the air from the evening of February 18 until the afternoon on February 20. Fu was later handcuffed to an iron cage with both arms for 85 hours, followed by detention of 15 days. Then the police asked for RMB 300 (about $36) for food charge.

Practitioners being held on July 20, 1999 includes: Xu Xinmu, male, in his 40's, associate director of Hebei provincial government personnel department, being arrested at 4AM on July 20 at home for "disclosing national secrets". Zhe Jinliang, male, in his 50's, an instructive director of Technical School of Light Industry, arrested for going to Beijing to appeal, and was held at the police station for more than 20 days.

On Sep. 20, 1999, Xinghua police station all together arrested 17 Dafa practitioners (among them 12 were taken back from Beijing). Xinghua street office charged their families RMB 2,000 before releasing them.

Illegal arrest of Dafa practitioners from July 18 to July 25, 2000, charge mint fine: practitioner #1 was fined RMB 4,000, practitioner#2 was fined RMB 20,000, practitioner #3 was fined RMB 25,000, practitioner #4 was fined RMB 27,000, practitioner #5 was fined RMB 2,000, practitioner #6 was fined RMB 35,000, practitioner #7 was fined RMB 35,000, practitioner Zhong was fined RMB 20,000, and practitioner #8 was fined RMB 30,000.

Below are some persecution cases:

Liu Fengming, female, 61 years old, graduated from a technical school in 1950's. She is a member of the Chinese Communist Party, a retired cadre of Shijiazhuang Post Office. She was sent back to Shijiazhuang after she went to appeal in Beijing. She was beat up and verbally abused by associate director of the police station, Liang Shuangjian, during interrogation and was sentenced to 3 years in labor camp. She is now being held in 4th Division of Shijiazhuang Women labor camp, being tortured severely.

Yang Minglan, female, 63 years old, is a retired doctor of China Electric No. 4 Company. She went to Beijing on Feb. 12, 2000. She was held in Xinghua Street police station for 4 days and detained for 15 days after being returned from Beijing. The police station and street office even blackmailed her and took RMB 20,000 for a deposit. After May 11, 2000, Yang Minglan has been detained for 16 days.

Wang Mingyuan, female, 42 years old, went to Beijing on Oct 17, 1999 with her 15-year-old son (Shi Lei, junior high school student) to appeal. The mother and her son suffered a lot after being taken back to Shijiazhuang. Wang was handcuffed to stair handrail for two days and two nights. She was beaten severely by Liang Shuangjian during interrogation. After being taken back by her working unit, she was kept under surveillance in Room 8024 of Post Office apartment, and was guarded by two people, and her husband was forced to accompany her all day long for 41 days.

Shi Lei, went to Beijing on Oct. 17, 1999 with his mother, Wang Mingyuan. They were both caught. He was detained for 10 days for "disturbing social stability". In order to give pressure to the kid, even the director of his school (who is not a practitioner, and had committed no crime) was handcuffed by police officers, forced into the police van, and sent to the police station for a lesson. After being released, Shi Lei was not allowed to continue his study as the leaders of his school received great pressure. Meanwhile, the police station keeps calling Shi Lei everyday asking whether he would still practice or not. Shi Lei said firmly that Dafa is good and he will practice it. Five or six days later, the kid was brought to the police station again. He was even handcuffed to the stair handrail for six days. The handcuff was so tight that it left purple scars on his hands; some areas were swollen and some areas were suppurated. Han Shengli tried to transform the kid. He asked the director of the school to do it. Seeing Shi Lei is so determined, the school director took him back but would not allow him to continue his study unless he wrote guarantee letter. Shi Lei refused and is not allowed to go to school anymore.

Chu Qingtong, male, 38 years old, freelance, visited a fellow practitioner in the police station on Oct. 19, 1999 and was handcuffed to a platform on the 3th floor. He tried to free himself, but was found by the policeman. He was beaten so severely that he could hardly breathe. He was detained for 30 days.

You Liping, female, 34 years old, worked for Shijiazhuang No. 4 Medical Company and was a Party member (being dismissed because of practicing Falun Gong). She was threatened by her work unit and the police station for practicing Falun Gong. The police also threatened to detain her. Her mother fell ill upon hearing it. Being afraid of escalating the situation, the police station released her. Xinghua street office blackmailed her work unit and asked for RMB 2,000 by deducting it from her paycheck every month. On the morning of May 12, 2000, You Liping was held by police when she tried to take back the illegally levied RMB 2,000. When the police tried to force her to sign the agreement of "living under surveillance", she declined, and started a hunger strike in protest along with six other practitioners that afternoon. On May 18, the police station and the street office blackmailed her family for another RMB 2,000 without letting her know before they released her.

On May 9, 2000, a dozen people from Yuhuadong Road police station rushed into Dafa practitioner Song Rongzhen's home and confiscated cassette tapes, Dafa books and audio devices. Song was held for 5 days before release.

Zhang Wenjing, female, 54 years old, is a farmer of Donggangtou village, Chang'an district, Shijiazhuang. She was taken to the police station by Wang Dianfu and another policeman around 10PM on February 11. They forced the old lady to stand continuously for three days and three nights. Seeing the old lady would not give in, Jia Mingsheng and another officer beat her severely until she could not move her neck. They tried so many ways to torture the old woman, but she said nothing from beginning to end. She is held in Shijiazhuang No.1 prison now.

At about 10PM on July 18, Jia Mingsheng searched Zhang Wenjing's home twice, and they also handcuffed Zhang's husband Song Xinlai and took him to the police station. In the same evening, Jia Mingsheng and Sun Shoucheng led a gang of policemen to search the homes of practitioners Liu Kunjian, Chen Ping and Guo Wenjun and then arrested them. After being held 80 hours in the police station, they were sent to a detention center for 15 days for the reason of "violating social security rules".

Practitioner Fan Xiuyun, 61 years old, was arrested on her way to Hebei theatre practice site on Feb. 4, 2000. Hao Zhiwen beat her so hard during the interrogation that blood came out of her mouth. On May 12, Fan Xiuyun went to Beijing again to appeal and was caught. Hao Zhiwen pulled her hair while beating her shoulders and chest, actually pulling it out by the roots with her flesh attached. He then forced her to squat, handcuffed her to the heater pipe, not allowing her to sit down for 48 hours. Further beating by the associate director Han Zenglu, caused additional head trauma and blood loss. They even fined her RMB 2,000.

On the morning of Feb. 2, practitioner Xing Qiying, was taken to the police station because she was practicing exercises in her neighborhood. She was handcuffed to the windowsill outside, forced to stand on ice, and was slapped on the face and hit on her head.

Practitioner Liang Huiling (former accountant of No. 38 middle school, fired now) went to Beijing to appeal and displayed the Dafa banner on April 18. She was slapped by Han Zenglu after being caught and was sent back.

Criminal Zhang Xinzheng beat Dafa practitioner Sun Bingfang, criminal Zhang Jianzhong beat Jia Jinming and pulled his hair, and a part of Jia's head is bald now.
