Case Description:

( Mr. Jiang Yingdou, born on January 9, 1944, worked at Sanhe Elementary School in Jingyuan County, Gansu Province. He was the principal at one point.

On February 3, 2001, the local police arrested him and sent him to a local detention center. The guards there instigated the cell head to beat and curse at him. He became incontinent as a result of the beatings, and his pants were always soaked in urine.

Officers Pan Qianrui and Ding Shanghe attempted to send Mr. Jiang to Pingantai Labor Camp in March 2001 by misstating that he was two years younger than his actual age. The labor camp refused to take him citing his poor health. The police brought him back to the detention center and held him there until April 19, 2001.

The police tried one more time in April 2002, but they still failed to get the labor camp to accept him, as he failed the required physical examination again.

On November 11, 2003, the police took Mr. Jiang to a brainwashing center, where he was restrained in a chair with both hands cuffed and feet shackled from 9 a.m. to 2 p.m. He sustained permanent injuries in his arms and back as a result. The police deducted 1,000 yuan from his pension before releasing him.

Mr. Jiang filed a complaint against Jiang Zemin on August 13, 2015. The police kept harassing him at home. He died on June 24, 2018. He was 74.
