(Minghui.org) Ms. Chi Fengying, 80, was arrested on October 22, 2024 for practicing Falun Gong. She was released under residential surveillance after 55 hours of detention, and indicted on December 26, 2024. The relentless persecution took a toll on her health. Her preexisting abdomino-pelvic cyst grew at an alarming rate and she looked like someone who was ten months pregnant. She underwent surgery to remove the mass and was diagnosed with mucinous carcinoma after the operation. She was told that she had only one year left.

Ms. Chi’s family filed a request on March 30, 2025, to have her case dismissed, but they did not receive any response from the police. Her granddaughter wrote an open letter in early January 2026, again seeking to have her indictment dropped. She is still facing trial at the time of writing.

Ms. Chi recently filed complaints against the police officers involved in her persecution and seeks state compensation for the economic losses and emotional suffering she and her family suffered.

Arrest

Ms. Chi, of Shenyang City, Liaoning Province, was stopped by plainclothes officers from the Yuhong District Police Department, while on her way home at noon on October 22, 2024. Despite her urgent need to use the restroom, the police pushed her into their cruiser and took her to the Chengdonghu Police Station. No officers produced their IDs or arrest warrant, nor did anyone explain the reason for her arrest.

While the police were raiding Ms. Chi’s home, her family produced her medical records showing that she had an abdominopelvic cyst and warned them that she was unfit for detention. But officers Yang Hongyu and Zhang Tao still interrogated her late into the night, without providing her with food or water. They also forced her to undergo a physical exam around midnight and made three unsuccessful attempts to put her in the local detention center, which repeatedly denied her admission due to her medical condition.

The police finally released Ms. Chi in the evening of October 24, after she had been detained for 55 hours.

Upon returning home, Ms. Chi experienced swollen legs and generalized weakness. Her initial abdominopelvic cyst began to grow and her belly got bigger.

Worsening Pre-existing Condition and New Cancer Diagnosis

The police deceived Ms. Chi into reporting to them at 8 a.m. on December 26, 2024, by telling her that they would return her confiscated computer. They took her straight to the Xinmin City Procuratorate. Prosecutor Wang Shuang asked if she would hire a lawyer. Only then did she realize that she was facing prosecution. She also found out that the police had placed her under residential surveillance without her knowledge.

Ms. Chi was sent back home past 1 p.m. Sensing that the police were scheming against her, she became very nervous and felt immense pressure. Whenever her phone rang or someone knocked on the door, she and her family would become extremely anxious. Her abdominal cyst began growing at an alarming rate.

The prosecutor indicted Ms. Chi on the day of the deposition on December 26, 2024. When the police delivered her indictment to her on January 6, 2025, she already looked like someone who was ten months pregnant. Despite her condition, the police and the prosecutor still harassed her from time to time over the phone. As a result of the mental distress, her condition continued to deteriorate and she became wheelchair-bound and hospitalized.

Due to Ms. Chi’s advanced age, her doctor warned of the high risk of complications from surgery and its high cost (at least 300,000 yuan). Even if she survived the surgery, she would require treatment in the intensive care unit. Not wanting to burden her family financially, she decided to be discharged from the hospital and go home.

Since Ms. Chi’s arrest, her family had repeatedly told the police about her medical condition. They submitted a formal request on March 30, 2025, demanding the police to dismiss her case, but didn’t receive any response.

The worsening medical condition and the mounting mental pressure continued to take a huge toll on Ms. Chi. She groaned in pain every day. Even in the summer, she wore thick clothes as if it were still winter. She couldn’t keep food down and vomited almost everything she ate. She survived by eating liquid food. It was almost impossible for her to get out of bed and take a walk. The pressure of the persecution haunted her and her family.

By October 2025, her abdomen had become so bloated that her skin was translucent. In tremendous pain, she decided to undergo the risky surgery, which cost almost all of the family's savings. Doctors removed nearly 20 kg (44 lbs) of biomass from her. After the operation, she weighed only 40 kg (88 lbs). While her family was celebrating the successful surgery, they received devastating news—she had been diagnosed with mucinous carcinoma and had only a year left.

After Ms. Chi was discharged, she developed deep vein thrombosis in her lower extremities and was at an increased risk of pulmonary embolism. She also had intestinal adhesions and difficulty with bowel movements. She was so thin that she had to sleep on layers of mattress pads to alleviate the pain. She was extremely weak and required constant care. She was barely breathing, and one had to get very close to her to hear her. Her abdomen was growing again.

In early 2026, Ms. Chi’s family submitted an application for state compensation. They sought a total of 501,879.75 yuan. This included Ms. Chi’s medical expenses, the loss income that her family suffered while taking time off from work to care for her, and their mental distress. All of these were a result of the unlawful persecution of Ms. Chi by the Yuhong District Police Department.
