(Minghui.org) Minghui.org reported extensively on the persecution of Falun Gong practitioners who are incarcerated at Heilongjiang Province Women’s Prison. This article presents some additional information.

The prison was originally the only women’s prison in the province. After a new prison, the Songbin Women’s Prison, was established in 2025, about 2,000 inmates were transferred from the Heilongjiang Province Women’s Prison to the new facility. Newly sentenced women in the province are now distributed to the two prisons.

Starting in early 2025, the Intensive Training Division (the first stop for newly admitted practitioners in the Heilongjiang Province Women’s Prison) and the Eighth Division, intensified the persecution of practitioners in the name of “standardizing the management of prisoners.”

The guards ordered the practitioners to make their beds military style every morning and they had to goose-step instead of walking. Those who refused to renounce Falun Gong were made to sit still for long hours in a space of around 20 inch by 20 inch on the ground. They were given very limited time to brush their teeth, wash themselves, do laundry, or use the restroom every day. The guards also forced them to kneel. Their cells were searched frequently, and their personal belongings were confiscated.

The prison also used a five-person “buddy system” to persecute practitioners and other inmates. Five people convicted for different crimes and with different personalities were bundled in a group and ordered to monitor each other. They must do the same activities at the same time. Before meals, they were made to sing songs praising the Chinese Communist Party. The first day of each month, they must submit a written statement admitting and repenting their “crimes.” The statement must promise that they’d not file motions to reconsider their prison sentences. The guards monitored each five-person buddy group through surveillance cameras and would reprimand them whenever spotting anything “substandard.”

The Heilongjiang Province Justice Bureau and the Heilongjiang Province Prison Management Bureau also inspected the prison’s surveillance videos from time to time to check the status of “standardizing the management of inmates.”

The Intensive Training Division has eight teams. Chu Yanfang oversees teams one through four, and Li Qiujun oversees teams five through eight.

In March 2025, deputy director of the Intensive Training Division, Fan Tinging, and Team Three guard Wang Dufang, handpicked several felons, including a murderer, to monitor and abuse practitioner Ms. Wang Lei. Fan has since been reassigned to the Third Division.

Inmate Han Li, a former police chief convicted for dereliction of duty, headed Teams Six and Seven before she was transferred to head team 3. Because she extorted money from other inmates, guard Wang reprimanded her and demoted her to monitor practitioners.

In January 2026, the prison held a meeting on the “standardized management” and commended the Eighth Division and the Intensive Training Division for being “excellent prison divisions.” The Intensive Training Division is scheduled to move to a different building in March 2026.

At least ten practitioners are still held at the Intensive Training Division at the time of this report. The inmates assigned to monitor them are mostly white-collar criminals serving lengthy sentences. These inmates were not required to do hard labor so long as they did a “good job” persecuting the practitioners. They thus had strong incentives to do whatever the guards instructed them to do in an attempt to make the practitioners renounce their faith.

To cover up their crimes, the guards forced each practitioner scheduled to be released remove their clothes (including underwear) in front of the surveillance cameras in the prison’s public area. The videos were then submitted to the procuratorate as a record. The naked practitioner would then be taken to the prison hospital to have someone check if she had any notes hidden in her vagina.
