(Minghui.org) Three Falun Gong practitioners in Daqing City, Heilongjiang Province, were taken back into custody in June 2025 to serve prison terms for their faith, even though they were previously allowed to serve time at home.
In recent months, the Central Leading Group for Inspection Work of the Chinese Communist Party went to Daqing City and ordered the local authorities to ramp up the persecution against Falun Gong practitioners, including jailing those who were previously sentenced but allowed to serve time at home.
Similar incidents were also reported in Shandong, Jilin, and Liaoning, where practitioners were taken back into custody to serve time which they weren’t required to previously. Most of them are seniors who were denied admission to detention centers or prisons due to various ailments. The new order to enforce their prison terms, or even re-serve the prison terms that had already expired, despite their physical conditions, poses tremendous risks to their health and lives.
Ms. Wang Luhua’s and Ms. Zhang Lihua’s Case
Ms. Wang Luhua, a 61-year-old retired worker of the Daqing Property Management Company, and Ms. Zhang Lihua, 60, were arrested on November 22, 2020. Due to their poor health, they were released on bail, after each paid a 20,000 yuan bond. The police extended their bail condition on November 22, 2021 and submitted their case to the Ranghulu District Procuratorate on May 19, 2022. The police attempted to detain them at the Daqing City Detention Center, but failed due to their physical conditions.
After two court hearings by the Ranghulu District Court, Ms. Wang was sentenced to four years and fined 40,000 yuan and Ms. Zhang was sentenced to three years and four months and fined 30,000 yuan on December 30, 2022. They appealed to the Daqing City Intermediate Court and it ruled to uphold their original verdicts on April 11, 2023. They filed a motion to reconsider their case, but they lost.
The Ranghulu District Court ordered the two women to pay their court fines on April 12, 2023. When they refused to comply, the court froze their bank accounts on April 19, 2023.
Meanwhile, the police made several attempts to take both women to the Daqing City Detention Center, but they were denied admission each time due to their physical conditions. On June 16, 2025, even after their original terms already expired, officers from the Tieren Police Department took them to the Heilongjiang Province Women’s Prison and ordered them to re-serve the full terms.
Prior to their latest persecution, both Ms. Wang and Ms. Zhang were arrested multiple times for practicing Falun Gong. Ms. Wang served a labor camp term of unknown length. Ms. Zhang was detained for a few months following an arrest in 2002.
Ms. Han Lihua’s Case
Ms. Han Lihua, a 75-year-old retired kindergarten employee, was sentenced to eight years and fined 50,000 yuan by the Ranghulu District Court in December 2022. Because she had been incapacitated for a few years and also suffered high blood pressure, she was denied admission by the Daqing City Detention Center and allowed to serve time at home. Despite her medical conditions, the authorities forced the Daqing City Detention Center to admit her on June 18, 2025, with her prison term commencing on that day and ending in June 2033 (when she will be 83).
Ms. Han struggles to care for herself in the detention center. The guards called her family and told them to buy a wheelchair and a handicap toilet for her.
Before her latest persecution, Ms. Han was given a three-year forced labor term in 2001 (she didn’t serve the term due to her health). She was held in a brainwashing center for six months in 2003, and was sentenced to seven years in prison in 2008.
After she was released on October 4, 2014, the Daqing Social Security Bureau suspended her pension and ordered her to return the 180,000 yuan she received during her prison term. They claimed that no retirees are to receive any retirement benefits while they are incarcerated, citing a policy issued by the General Office of the Ministry of Labor and Social Security in 2001.
Ms. Han argued that both the labor camp term and the prison term were acts of persecution and that no labor law requires the return of pension benefits dispensed during detention. There was no way she could afford to make a lump sum payment of 180,000 yuan. As a result, the Daqing Social Security Bureau suspended her pension.
