Additional Information About the Systematic Persecution of Falun Gong Practitioners Jailed at Guangdong Women’s Prison

(Minghui.org) Minghui.org previously reported on the systematic persecution of Falun Gong practitioners jailed at the Guangdong Province Women’s Prison. This report provides additional information.

Division 4 of the prison has been used to specifically hold Falun Gong practitioners since the persecution began in July 1999. Dubbed a “jail within a jail,” this division held more than 1,000 practitioners at one point over the past two plus decades.

Upon admission, each practitioner is first given a physical examination (perhaps to see if she is a good candidate for the state-sanctioned organ harvesting). After that, she is taken to Division 4 and forced to put on the inmates’ uniform. If she happens to have her appeal (against her prison sentence) with her, that document is confiscated. She is next ordered to fill out an inmate’s registration form including her contact information, family situation and other personal information. If she refuses, she is denied daily necessities such as toothpaste, toothbrush, water mug, soap, detergent, shampoo, toilet paper, and sanitary pads. While other inmates are allowed to purchase additional daily necessities, she is barred from doing so or from borrowing these items from others. Her family is also not notified of her prison admission.

After they are registered, every practitioner is subjected to Division 4’s daily brainwashing and “transformation” programs aimed to force them to renounce their faith. To reach the “transformation rate” (the percentage of practitioners that have renounced their faith and the primary indicator used to evaluate a prison’s overall performance), the prison’s management team and guards use mental abuse and corporal punishment.

The corporal punishment includes, but is not limited to, electric shocks, force-feeding, hanging up, pricking with needles, involuntary drug administration, and standing/sitting for long periods of time. The practitioners are also often deprived of food and sleep and prohibited from using the toilet, taking showers, or purchasing additional daily necessities.

Every floor of Division 4 has a “conversation room.” Many steadfast practitioners have been taken there for intensified brainwashing and torture. They are forced to sit on a small stool for around 20 hours a day, except during meal times and restroom breaks. The inmates also verbally abuse practitioners and bombard them with anti-Falun Gong propaganda in an attempt to break their will.

The guards sometimes also arrange murderers or mentally ill patients with violent tendencies to sleep next to practitioners who refuse to give up their belief. Some guards even instigate the mentally ill inmates to beat the practitioners and promise to not hold them responsible should a practitioner die after being beaten.

If a practitioner becomes sick, she faces even more dire consequences. The prison has a so-called hospice care program. Inmates arranged to “care for” the ill practitioner are told in advance that the prison has a “normal death quota,” meaning that the prison will either allow the patient to die “normally” during a specified duration of torture or release her on medical parole if she is on the verge of death.

The previous report on the prison’s persecution of Falun Gong practitioners covered some death cases and injury cases as a result of torture. This report documents four additional cases:

- Ms. Zheng Xuyou, 48, died on December 30, 2012, one week after she was released in critical condition.

- Ms. Su Guiying suffered brutal torture during her four-year term (2018-2022).

- Ms. Liu Mulan was admitted to the prison in 2012 to serve a 3.5-year term. The guards injected her with toxic drugs and also laced her food with drugs. A few months later, she became delirious and had hallucinations. Her vision was blurred, and her feet were swollen. She was emaciated and unable to talk clearly.

- Ms. Fu Xuebing served more than six years in the prison (2014-2020) and was held in solitary confinement for three months and on strict management for more than two years.
