(Minghui.org) Ms. Tan Bifang, 53, a Falun Gong practitioner in Chongqing, Sichuan Province, has filed a criminal complaint charging former Chinese leader Jiang Zemin for abusing his power and China's national resources to implement a systematic, nationwide genocide against Falun Gong practitioners.

For practicing Falun Gong, Ms. Tan was held in a forced labor camp for one year, sent to brainwashing centers three times, and illegally detained twice since the persecution began in 1999.

Ms. Tan filed her complaint on May 30, 2015 with the Supreme People's Procuratorate.

During the 2002 Asian Parliamentary Assembly held in Chongqing, Ms. Tan was detained at the Jiulongpo Communist Party School until the conference ended. After her release, she lost her job as a school accountant, and was assigned to work in the school's factory.

During the 16th National Congress of the Communist Party in November 2002, she was arrested again on the grounds of being a Falun Gong practitioner. She was again detained until the conference ended.

Ms. Tan was arrested in October 2004 while walking through the Jiulongpo District. Police searched her home and seized her Falun Dafa books and MP3 players. She was detained for 15 days and sent to a brainwashing center in Shapingba District, Chongqing, where she was detained until February 7, 2005.

During her time in detention, she had no salary, yet she was charged 200 yuan per day for her time in the brainwashing center. This cost is usually paid by the individual's company or work unit; however, it was instead deducted from her salary when she began working again after being released. She was also told that her colleagues had been implicated because of her. Furthermore, school authorities insisted that she write “thought reports” in an attempt to force her to renounce her belief in Falun Dafa.

She was often harassed day and night and threatened by police, the residence committee staff, and school authorities by phone or through home visits.

During a particularly heavy wave of persecution in 2011, during which communist authorities tried to hunt down every practitioner, Ms. Tan was arrested and sent to the Jiulongpo District Brainwashing Center on August 30, 2011. After she was released on September 30, she was informed that she was subject to one year of forced labor.

Ms. Tan was arrested again on August 19, 2012, along with more than 20 other practitioners who were arrested at the same time. She was detained for 30 days at the Jiulongpo District Detention Center before being transferred to the Baishiyi brainwashing center and held there until the 18th National Congress of the Chinese Communist Party closed in November.

Background

In 1999 Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of many Falun Gong practitioners over the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.

Under Jiang's personal direction, the Chinese Communist Party established an extralegal security organ, the 610 Office. The 610 Office one of the main ways Jiang's directives are carried out in the persecution against Falun Gong practitioners: to ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising their right to file criminal complaints against the former dictator.
