(Minghui.org) Bai He, a Falun Dafa practitioner and former military officer, sued former Chinese Communist Party (CCP) head Jiang Zemin for genocide, torture, and crimes against humanity. This is one more case in the wave of lawsuits against Jiang.

Mr. Bai, 44, lives in Jilin City, Jilin Province. In the criminal complaint that he filed with the Supreme People’s Procuratorate, he accused Jiang Zemin of imposing his personal will above the law and initiating the persecution of Falun Dafa. He held Jiang responsible for the start, implementation, and continuation of the persecution.

Mr. Bai stated three requests in his filing:

1. Restore the reputation of Falun Dafa's founder Mr. Li Hongzhi and redress the practice.2. Follow international laws to bring Jiang Zemin to justice for genocide, torture and crimes against humanity.3. Follow China’s laws to bring Jiang Zemin to justice for depriving citizens of their belief and property, unlawful detention, and other crimes.

Persecution Suffered

After Jiang launched the persecution, Mr. Bai, a military officer at the time, suffered much abuse and torture.

In 1999 he went to the Jilin Provincial Party Committee to appeal for justice for Falun Dafa. For this he was kept in detention by his military unit for over a year.

In 2000, he was arrested and detained at Beijing for ten days after going to Beijing to appeal. He was sentenced to two years in a forced labor camp in November. He was placed in two camps. In both places he suffered severe torture, including electric shocks to his body, an extreme amount of hard labor, force-feedings, beatings, and more.

During that period, Mr. Bai was forced to retire from the military. Normally, retired veterans are given work as a source of income, but the office responsible for arranging work for retired military personnel didn’t assign him work, creating a financial problem for him.

He was arrested on July 15, 2005. He was handcuffed for an extensive period, interrogated, and sent to a brainwashing center.

Less than six months later he was arrested again on December 13, 2005. He was kept locked to a chair for a month.

When Mr. Bai was home, his local police frequently harassed him and his family.

Background

In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of many Falun Gong practitioners in the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.

Under his personal direction, the Chinese Communist Party established an extralegal security organ, the “610 Office,” on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
