(Minghui.org) Thousands of Falun Gong practitioners are exercising their legal right to sue Jiang Zemin for launching the persecution of Falun Gong and causing great harm and tremendous suffering.

These lawsuits are mailed to the Supreme People's Court and Supreme People's Procuratorate, which are required to process all criminal complaints filed by citizens, as of a recent ruling by the Supreme People's Court.

In Chaoyang City, Liaoning Province, 300 residents were arrested on November 9 for suing Jiang Zemin and holding the former Chinese dictator responsible for the persecution of Falun Gong.

Although most of the practitioners were released after a 15-day detention, several dozen remain incarcerated at the time of this writing. According to insiders, Li Chao and Jian Biao, two local officials who ordered the mass arrest, are contemplating prison terms for the practitioners that are still being held.

Using Persecution of Falun Gong to Climb the Political Ladder

Li Chao, Chief of the Chaoyang City Police Department, worked hand in glove with Jian Bao, Secretary of the Chaoyang City Communist Party, in plotting the mass arrest.

It is well known to locals that both men climbed to their respective positions by persecuting local practitioners.

Jian was promoted in 2006 after he managed to get Luo Gan, the former secretary of the Political and Legislative Committee, to tour his city and see his “achievements” in the persecution of Falun Gong. He received another promotion three years later when his arrests of local practitioners caught the attention of Zhou Yongkang, China's former security chief. Jian became Chaoyang's Party Head in March 2014.

Li was promoted to police chief in 2013. Since then, stopping practitioners from exposing the persecution and telling people about Falun Gong, has become his top priority. Under his directive, many local practitioners were arrested in a short period of time. One practitioner was given a six-year sentence for sending a text message with Falun Gong information. Likewise, practitioner Ms. Sun Baoying was given a seven-year sentence; Zhang Yuzuo, a ten-year sentence; Mr. Zhao Hongli, a six-year sentence; and the sixty-one year old Ms. Chen Guilan a four-year sentence.

Secrecy of Utmost Importance

Before the November arrest, Li Chao issued an order to all police stations in Chaoyang and its subordinate counties and cities, directing them to arrest and detain local practitioners who have filed legal complaints against Jiang Zemin.

Li threatened to fire whoever dared to leak his secret order to the public, and he even ordered tapping of cell phones of all the police chiefs and officers.

Extortion and Home Raids

Some local police stations, including the Lingyuan City Police Department, tried to profit from the November arrest by promising “no detention” of practitioners if they paid enough money to them. Lingyuan police, however, still arrested and detained practitioners who refused to pay or paid too little.

Police officers ransacked the homes of practitioners and confiscated personal belongings, as well as currency, when arresting practitioners. Below are a few examples:

1. Mr. Wan Yongjun's: Police arrested Wan, confiscated 26,800 yuan, his printer, a desktop computer, and other personal items, valued at approximately 100,000 yuan, according to a policeman who was there.

2. Ms. Lin Mengfen, Chaoyang City: Police arrested Ms. Lin, and confiscated nine printers, two computers, two paper cutters, two calendar machines, sixty boxes of printer paper (above 300 yuan per box), four boxes of printer ink, and many other items.

3. Ms. Sun: She was arrested on November 10, 2015. The policemen confiscated a computer, a printer, a color printer, over a dozen boxes of printer paper, a paper cutter, and a calendar machine.

4. Ms. Jiang Wei: Her home was ransacked by policemen when they arrested her. The policemen drove off with two truck loads of Ms. Jiang’s personal items.

5. Mr. Hu Jianguo: Policemen pried open the door of his residence when nobody was home, and confiscated more than 1,000 yuan.

6. Ms. Sun Xiufen: A group of policemen forced open her window, ransacked her home, then left with her personal items.

In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of many Falun Gong practitioners during the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.

Under his personal direction, the Chinese Communist Party established an extralegal security organ, the “610 Office,” on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
