(Minghui.org) His family has not seen Mr. Mo Zhikui (莫志奎) for eight months since learning about his serious lung condition in January. Mr. Mo is currently incarcerated in Hulan Prison because he practices Falun Gong. 

The family's most recent attempt to visit him was turned down yet again by the head of the prison 610 Office, Wang Xiaochen (王晓臣). This was the ninth time that Mr. Mo's family has been denied visitation.

Under Wang's directions, prison guards called the police, threatened the family, videotaped them and challenged them to lodge a complaint to the higher authorities. 

Ever since Mr. Mo's transfer to the prison last September, the family has only succeeded in meeting with him once, in January, after they hired a lawyer and filed charges to the Bureau of Prisons. 

The Heilongjiang Falun Gong practitioner was illegally sentenced to 12 years on July 18, 2013. He was moved to the hospital ward on April 11, 2014 due to his deteriorating lung condition.

During a phone call with his family on May 26, Mr. Mo informed them that his health had deteriorated and he had lost his appetite. He said that his lungs were in pain. He had been taken to a hospital to have an X-ray, but the doctor didn't tell him his diagnosis. From the X-ray, Mr. Mo could see that both of his lungs were damaged. He was also having difficulty walking.

Most Recent Visit Denied

On the morning of August 25, 2014, Mo Zhikui's elder brother, who is in his 70s, and Mr. Mo's wife went to Hulan Prison and asked to see him. An officer instantly made a phone call to Wang Xiaochen to notify him of their arrival. Wang called the police at once.

As Mr. Mo's family spoke with a prison guard, Wang walked in and shouted at Mrs. Mo, “Why did you come again? Didn't I tell you we stopped all visits?”

Mrs. Mo replied, “As family members, we have the right to see him.” The dispatched police officer arrived just then and started to videotape the family. Despite Mrs. Mo's protests, the policeman videotaped the family for about 10 minutes and left.

Mo Zhikui's family continued to reason with Wang and begged to see Mr. Mo. They told him that everyone in the family is extremely worried about his health. Wang refused to change his decision. The family wasn't able to see Mr. Mo after spending five and a half hours at Hulan Prison trying to reason with various prison personnel.

Mr. Mo in Dire Situation

During the August 25 encounter, Mrs. Mo demanded to see her husband's medical records and the doctor's diagnosis. Wang called the director of the prison hospital over.

The director told them that Mr. Mo has not been treated or examined for a long time because he “refused to cooperate” with the doctors. He is now emaciated. Wang ordered the prison hospital director in front of the family: “Treat Mr. Mo with force.”

The family was not sure what the “treatment” meant. “Treatment” in China's prison system may very well mean “torture.” It has been reported that Falun Gong practitioners in prison as well as labor camp hospitals are administered unknown drugs, and their organs harvested while they are still alive instead of receiving medical treatment.

Mr. Mo was not put under proper treatment when his lung ailment was discovered in April or May. According to the prison hospital director, he could become critically ill. Being certified at the township level, the prison hospital has limited facilities. The director told the family that in order to obtain a better diagnosis and treatment, Mr. Mo should be sent to a larger hospital.

However, Wang told Mr. Mo's family that unless Mr. Mo agreed to wear the prison uniform and submitted to being handcuffed and shackled, the prison would not send him to another hospital. Furthermore, he asked the family to pay 10,000 yuan for a complete physical examination.

Mr. Mo's family would rather he be released from prison on medical parole as they doubt he will receive proper medical treatment even if he is transferred to a larger hospital.

As they have not been able to see Mr. Mo, his family is extremely worried about his condition. His elderly mother is so distraught that she cannot eat or sleep properly. His son has become depressed and his granddaughter cries every time she hears that the family visited the prison and were unable to see her grandfather.
