(Minghui.org) Nong'an County public security organizations (the local police department, Procuratorate, and court) conspired to sabotage the defense when they put Falun Gong practitioners Mr. Liu Wei, Ms. Zhang Guozhen, Mr. Yang Hongbiao, Mr. Xiu Jixue, Mr. Chang Baojun, Ms. Wang Yajuan and Ms. Yang Wenjuan on trial.

Not Enough Evidence

The Nong'an County Police Department arrested the seven practitioners in November 2012. Over the course of nine months, the authorities extracted confessions by torture and fabricated charges against them. Officials submitted the case to the Procuratorate three times, but did not meet the requirements for a hearing. The Procuratorate returned the case three times for re-processing.

Recently, the public security organs of Nong'an County have conspired to try these seven practitioners and prevent their lawyers from pleading not guilty for them.

Attorneys Denied Access to Case Documents

In May 2013, the lawyer hired on behalf of practitioner Mr. Chang Baojun went to the Procuratorate to go over the case documents, but was denied entry. He was told that a meeting had just been held regarding the case and that the lawyers were not allowed to be involved. They also said they would like to retrieve the case documents that Mr. Liu Wei's lawyer had borrowed a few days before.

On the afternoon of August 28, 2013, two lawyers representing Ms. Zhang Guozhen visited the court to file an application to represent Ms. Zhang and also to look at her case documents, but were turned away by Guo Qingxi, associate director of the Criminal Division of the Court. Guo told them, “I cannot make a decision myself. I need to talk to the director, who is in a meeting in the city at the moment.”

According to information provided by the court staff, all Falun Gong related cases were handled by Guo Qingxi.

On the morning of August 29, Ms. Zhang's lawyers went to the No. 3 Detention Center in Shuangyang City to file the paperwork to visit her. In the afternoon, right before the scheduled meeting time, detention center officials changed their mind and would not allow the lawyers to see Ms. Zhang, saying, “You can see your client only when the Court permits.” Consequently, the lawyers wasted almost the entire day waiting in the detention center without being able to see Ms. Zhang.

These seven practitioners were arrested on November 2, 2012 by the criminal police team of Changchun City and the Police Department of Nong'an County. Several of them have been subjected to torture designed to forcibly extract confessions. As a result, they have been injured or even disabled due to the torture.

Mr. Liu Wei, a section leader with Nong'an Petroleum Refinery, is well-respected. Despite the burden of a child attending school, he adopted three children whose parents could not take care of them due to persecution. Two of these three adopted children are now in college.

However, the Chinese Communist Party (CCP) is responsible for arresting him, ransacking his home, and having him tortured. When his home was ransacked, over ten people from the Domestic Security Section and the criminal police team of Nong'an County took around 100,000 yuan in cash and daily necessities.

Head of the Domestic Security Division Tang Ke and four other police officers (one whose badge number was 140604) hit his leg with the handle of a shovel. The police also stripped Mr. Liu, opened the doors and windows, poured cold water over him, and turned on a fan. When the water dried, they poured water over him again.

They also whipped Mr. Liu with a wet towel. They then put wooden sticks against his chest and the shovel against his back, and pulled the wooden sticks and the shovel together, restricting Mr. Liu's breathing. They did not stop until Mr. Liu had almost suffocated to death. Afterwards, Mr. Liu could hardly stand or walk.

After he was escorted back to the cell, his cellmates were all shocked by his swollen and bruised face, his swollen leg, and his blackened knees, insteps, toes, and the arch of his foot. Even the inmates convicted of homicide and in on drug charges swore at the police for their cruelty. Even 10 days later, Mr. Liu still could not stand for more than five minutes, as his leg was fractured. As soon as his condition improved, the policemen beat and kicked him again.

Ms. Zhang Guozhen, in her 50s and retired from the Nong'an County Petroleum Refinery, was detained three times and sentenced to forced labor once.

After she was arrested by the Domestic Security Section of Nong'an County on November 3, 2012, she was tortured for a confession. Under the direction of Tang Ke, head of the Domestic Security Section, the police hung her up by her thumbs. Four policemen brutally beat her with the handle of a shovel and plastic tubing.

When Ms. Zhang was dragged back to the cell, her feet were so injured that she couldn't stand. Nevertheless, the police still forced her to walk by herself. She was in so much pain that she was trembling and sweating all over. Her leg was so badly mangled that her pants stuck to her leg from the blood and gore. Someone in the same cell begged the guard to summon the doctor, who cut her pant leg off with a pair of scissors and found both of her shins were badly mutilated and mangled.

Each leg, front and back, top to bottom, was bruised all over. She could not move her arms and legs due to the pain. It was very difficult for her to breathe or speak because of the pain in her chest. At that time, over 30 people in the cell cried after seeing what had been done to her.

Some people asked, “How could you beat a person so badly?” A policeman said, “Who saw her being beaten? She bumped into something.” Due to the torture, Ms. Zhang could not get out of bed and function normally. She could not eat and had great difficulties speaking. She could not stand properly, and one leg was numb.

On December 10, she was sent to Changchun for medical treatment. In the nearly one-month treatment in the provincial hospital for forced labor camps, she was diagnosed with nerve necrosis and a comminuted fracture in one of her legs. The doctor removed a fractured bone from her leg.

Mr. Yang Hongbiao is a learned and highly reputable doctor. He often charged his patients less when they were short of money. There was one old lady who could not afford to see a doctor. Dr. Yang waived all her medical costs. He was tortured in the Nong'an Detention Center and is facing trial.

History of Abuse

The public security organizations of Nong'an County have committed countless atrocities since 1999. According to partial statistics published by the Minghui website, since July 2012, Nong'an Police Department has arrested 86 Falun Gong practitioners. Some of them were tortured, injured, or disabled while they were in police custody. Thirty-two practitioners were sentenced to prison terms. There are still 14 practitioners in prison, enduring brutal persecution, with the longest term being 18 years. Six Falun Gong practitioners have been persecuted to death during their detention since 1999. There have been more than 1,000 instances of Falun Gong practitioners being detained, arrested, their homes ransacked, sent to forced labor camps, and subjected to brainwashing.

We hereby appeal to the everyone in China and abroad to pay attention to the seven Falun Gong practitioners, including Mr. Liu Wei and Ms. Zhang Guozhen, in Nong'an County who have been wrongly convicted. We hope to rescue these good people and return them home quickly.
