(Minghui.org) In 2011, the Jinshi Jail in Hunan Province launched an intensified brainwashing program aimed at forcing Falun Gong practitioners to renounce their faith. They call this “transforming” them. The police at the jail instigated the prisoners there to persecute the practitioners. Whoever refused to give in was viciously tortured by the prisoners.

The Jinshi Jail is situated at the Jinshi urban area, right beside Dongting Lake. It used to be a farm owned by a forced labor camp. The jail's wards are several kilometers away from each other, and the jail owns many farms. Many incidents of torture occurred there. Some practitioners were tortured to death, and others were tortured to the point of being physically disabled, etc.

The individuals responsible for persecuting practitioners at Jinshi Jail are the chief, Xie Chaojun, and Chen Shijiang. However, they never met the practitioners in person, and everything is completely placed in the hands of the so-called “Education Chief” named Luo Hua. Luo Hua is extremely hostile toward Falun Gong practitioners and is the chief hand controlling the entire jail system in persecuting the practitioners. He and his followers, including Song Jianping, the head of the 610 Office, and Guo Huifeng, arranged an evil operating system to persecute the practitioners.

Mr. Peng Xiohui, a practitioner from Yueyang, became homeless after 2001 in order to avoid the 610 Office monitoring system. He was sentenced to seven years in jail on June 12, 2006. He has been jailed at Jinshi Jail since January 2007, and his family has not been allowed to visit him. He has been severely beaten, deprived of sleep, pressured to “transform” and to do forced labor, etc. He was once near death, and he was not allowed to leave this hell on earth until May 2013.

It was said in the spring of 2011 that Zhou Yongkang was giving lectures in Hunan Province. Very soon the Hunan Province 610 Office and the Jail Administrative Bureau gave out secret orders to the jails at Jinshi, Wuling, Yueyang, and Wangling in Hunan Province where the practitioners were imprisoned. They gave orders to forcefully “transform” the practitioners and launched another round of persecution. Luo Hua from Jinshi Jail transferred the majority of the practitioners to the No. 5 Jail Area. Each practitioner was confined to a room, and several prisoners took turns repeatedly beating and torturing the practitioners. Whoever did not write the "three statements of reform," was tortured by being deprived of sleep.

Peng Xiaohui, a practitioner from Yueyang, along with three other prisoners, was forced into the No. 5 Ward, which is used for brainwashing sessions, on June 25, 2011. The deputy chief of the Education Section with the last name of Chen used the excuse that “he did not squat down” to force Peng to face the wall, with his two hands straight up, and his hands, face, and chest close to the wall. He was then pushed hard from behind. As a result, his breath was knocked out him, and after a while, he felt as if his physical body was disintegrating. Seeing that he did not give in, they put him back into the cell.

Criminal prisoners resided on the first floor of the No. 5 Jail Area. The practitioners resided on the second floor, and there was a huge “classroom” on that floor. In each small cell, there was a jailed practitioner.

It was said by insiders that Mr. Tang Hao from Zhuzhou was jailed there in May 2010. This practitioner was very determined, and he was hung by handcuffs for one full month soon after he arrived. In the daytime he was hung up and at night he was force-fed and sent back to the cell – but he did not give in. This time, they started with him, and people from the provincial government came to “transform” him. We don't know what torture means they used. He was tortured with this kind of brainwashing for over a month. He was moved downstairs after he was supposedly "transformed," and the provincial officers then left.

Well-planned measures to persecute Peng Xiaohui were adopted the following day. These included reducing his meals, forcing him to watch DVDs that defamed Falun Gong, forcing him to write “thought reports” (Each time, they would give a subject and force him to write his thoughts about it. If he wrote anything that countered the Communist regime's ideology, they would torture him). They also wrote Master's name on a board and forced the practitioners to stomp on it. The practitioners were completely isolated from the outside world. They were not allowed to wash or shower. Everything had to be done inside the room, including eating, drinking, and relieving oneself.

Upon seeing that the prisoners were not active enough in torturing the practitioners, two prisoners who used to torture Tang Hao were brought in. One of them named Bu Haibing was instigated by the police, and he worked very hard in torturing the practitioners so as to win favor with the police. He made an excuse when torturing Peng Xiaohui, saying to him, “If you do not behave well, they will make trouble for me.” They deprived him of sleep, forced him to stand for long periods of time, and forced him to stand on a piece of tile. They beat him for “not following the rules.” They slapped him on the face until their hands hurt, and used the soles of their shoes to slap his face. Peng's face was numb after the seemingly endless beating. Several days later, another prisoner said his face might become deformed. They dared not have his face show the obvious injuries, as they were afraid that other people might see it. So they began beating him on the buttocks instead. They used a stick to beat his buttocks. All the while, the police hypocritically lectured him on his beliefs.

Bu also threatened Peng Xiaohui with "forced transformation," saying “If you refused to be transformed, the session will be carried on for several months, half a year, forever...” He was beaten, sworn at, and deprived of sleep for several days. Peng was almost collapsing, and his righteous thoughts were getting weaker and weaker. With the dual persecution of both physical and mental tortures, he wrote the "three statements" against this own will as a practitioner. This is the so-called spring-like “transformation” education by the Jinshi Jail. The so-called “transformation rate” reached 90 percent.

Luo Hua again followed orders from his superiors to hold forced “transformation sessions” in May 2012. For their own careers and interests, they violated the law and human rights by persecuting kind people for their spiritual beliefs. Song Jianping, the chief of the 610 Office, even shamelessly said, “We police never beat people. We don't even argue with them.” All these crimes were committed by prisoners, with the police's instigation, rewards, encouragement, and cover-up.
