(Minghui.org) In order to guarantee that Falun Gong practitioners Mr. Wang Jinfeng, Ms. Wang Manhong, and Mr. Song Guobin would be sentenced to prison, the National Security Team and the Procuratorate of the South District of Baoding City, Hebei Province conspired together to fabricate evidence on three separate occasions. The Procuratorate twice rejected the charges. When the case came to trial and the charges were still not accepted, the court instructed the Procuratorate to alter the charges and make up evidence.

Mr. Wang Jinfeng, Ms. Wang Manhong, and Mr. Song Guobin were arrested in October 2011 and released within a few days. However, on the eve of the CCP's 18 th Congress six months later, Baoding City police arrested them again and have detained in Baoding City Detention Center for 13 months.
On the morning of May 4, as he just about to leave home for his job selling fabric, Mr. Song was arrested by the police from the local National Security Team. On the same day, police from the Hanzhuang substation of Tanzhuang Village of Baoding City arrested Ms. Wang Manhong. Associate Director Ma Wenkui and Cao of Hanbei Police Substation arrested Mr. Wang Jinfeng at work on the afternoon of May 7.
In August 2012, the National Security Team of Baoding City fabricated evidence to prosecute the three. Their legal basis was Section 300 of the Criminal Code: “Utilizing an Evil Cult Organization to Interfere with Law Enforcement.” Based on the charges, the South District Procuratorate rejected the case due to insufficient evidence. But the Baoding City Police Department and National Security Team then revised the charges and submitted the case again. On November 1 st the case was again rejected. Baoding City National Security team made up more evidence and submitted charges a third time.
South District Court Instructed to Alter Charges
After the Procuratorate received the indictment for the third time, they sent the case to trial. The South District Court found that the charges were weak and asked the South District Procuratorate to remand the case for “insufficient evidence,” and divided the indictment. They were told to change the indictment so that the practitioners could be prosecuted separately. The indictment is now in the hands of the South District Procuratorate.
Mr. Wang Jinfeng's Attorney: Dismiss the Charges and Release My Client Immediately
Mr. Wang Jinfeng's family hired an attorney from Beijing, but officer Jiang Chunzeng from the National Security Team of Baoding City has prevented the attorney from seeing his client.
The attorney was harassed when he tried to read the indictment in the South District Court. A court official told the attorney he needed to obtain a letter in Baoding City certifying that he did not practice Falun Gong. The attorney asked whether this was the law, because he knew that, if it wasn't the law, the local police substation would not know what to do about it. The court official could not justify the demand so instead said that Baoding City did not allow attorneys from Beijing to take Falun Gong cases. Knowing the law, the attorney said, “This is illegal. If you do this, we can sue you.”
Because of the highly irregular methods of the police department and Procuratorate of the South District of Baoding City, Mr. Wang's attorney submitted a “Legal Request to the Judiciary of the South District of Baoding City to Revoke the Indictment and Release Wang Jinfeng” on May 15, 2013.
The attorney pointed out that the officials of the South District judiciary were well aware that Mr. Wang Jinfeng was innocent. His case had exceeded the valid trial period and Mr. Wang had been detained past the legal limit. The attorney said to court officials, “Revoke the indictment, release my client, follow the law, protect human rights, and do not arrest any more innocent people. This is a great injustice perpetrated by the judiciary and has caused inestimable harm to my clients and their families.”
Innocent Family Members Suffer
Mr. Wang Jinfeng, Ms. Wang Manhong, and Mr. Song Guobin are the main sources of support for their families. Being detained twice in one year caused great harm to the three families. Ms. Wang's daughter is still young. All three practitioners have seniors living in their homes. Their families looked for word about the practitioners everywhere, but the police were not forthcoming.
Their families asked the National Security team, “What did our family member do other than to be a good person and tell the truth according to Truth-Compassion-Forbearance? Why are ordinary citizens not allowed to live normal lives when the CCP has its conferences, going so far as to put them in prison? What have they done? What laws have they broken? What laws say that they are guilty?” The police could not explain.
Ms. Wang contracted chronic tracheitis as a girl. Every winter she coughed nonstop. As she practiced Falun Gong, her tracheitis gradually improved, and she regained her health. She also became honest and kind and treated everybody well. Everyone in her family got along well. Whenever her relatives spoke of her, they had tears in their eyes. “Manhong is so nice to us. We all miss her.” Her elderly mother misses her greatly. Her family wants her back soon. Her father now has cancer and is in the Seventh Hospital of Baoding City. He misses his daughter very much and wants to see her.
