(Minghui.org) To help the Chinese people understand the facts about Falun Gong, Mr. Wei Changfeng and fellow practitioners from Morin Dawa Banner in Inner Mongolia successfully broadcast 40 minutes of a video titled “Coming for You” by tapping into a television network in Nehe City, Heilongjiang Province in October 2003. Chinese Communist Party (CCP) officials were quick to order the round-up of local Falun Gong practitioners in an attempt to find those responsible for the broadcasts. They illegally arrested many practitioners in Nehe and in 30 counties and townships in the surrounding area, including Morin Dawa Banner in Inner Mongolia. Over 200 practitioners were arrested in Nehe alone and their homes were ransacked. Mr. Wei Changfeng was arrested, severely tortured, and was sentenced to thirteen years in Bei’an Prison, Heilongjiang, where he is still being subjected to persecution.

Arrested and tortured

Agents from the Nehe 610 Office, along with officers from the Criminal Police Division, arrested Mr. Liu Mingkang, Mr. Wei Changfeng and his wife (a non-practitioner), Ms. Xia Xiuwen and Ms. Cui Guifeng on October 29, 2003, and ransacked their homes. Mr. Liu's computer was confiscated, and Ms. Xia had 800 yuan in cash confiscated along with her family's other personal belongings. They were all taken to the Nehe Criminal Police Division. Police officer Miao Yujiu from Morin Dawa Banner provided information to Nehe 610 Office to orchestrate the raids on these practitioners.

Mr. Wei Changfeng, about 53 years old, from Shandong Province, lives in Wanshanzhuang Brigade, Wubaoshan Township in Morin Dawa Banner. Police officer Fu Libin, Zhu Tianfu, Sun Degui tortured Mr. Wei, his wife and Ms. Cui. Mr. Wei was severely beaten, hung up, shocked with electric batons and was tied to a tiger bench for two days. He was later transferred to the Nehe City Detention Center, where he was held for three months. Mr. Wei's wife was also tortured, and Ms. Xia could hear her screams as she was being taken away by the police. Mr. Wei's wife was released the next day. She later divorced Mr. Wei.

Ms. Cui Guifeng was beaten about the head and was shocked with electric batons. An officer used his his leather shoe to hit Ms. Cui in the back. The skin on her back was torn and bloody. She was tied to a tiger bench for nearly 24 hours, and was later taken to Nehe Detention Center, where she was held for five and a half months.

Officers beat Ms. Xia Xiuwen in the Nehe Criminal Police Division and tied her to a tiger bench for 24 hours. She was later taken to the Nehe Detention Center, where she was detained for five and a half months. Ms. Xia was beaten by policewoman Li Ying and went on a hunger strike to protest her arrest.

Mr. Liu Mingkang was tied to a tiger bench for two days. He was later taken to the Nehe Detention Center, where he was held for three months. Agents from the Nehe 610 Office forced him to pay 80,000 yuan before they would release him.

Zhang Shibin from the Morin Dawa Banner 610 Office cooperated with officials from the Nehe 610 Office to persecute Falun Gong practitioners in the area. Many practitioners from Morin Dawa Banner were arrested. Eleven people were arrested on October 30 and were taken to the Morin Dawa Banner Detention Center. They are practitioners E Yuxia, Guo Juhua, Yuan Yanbo, Zhou Yuchen, Zhao Shuzhi, Yang Wenhua, Ms. Li Guiyun, Ao Ronghua, Xu Dong-mei, Mr. Han Guangjun and Mr. Li Jiulong. Mr. Han and Mr. Li are not practitioners.

Mr. Han was released after being forced to pay 7,000 yuan and Mr. Li Jiulong, who is a relative of a Falun Gong practitioner, was released after being forced to pay 5,000 yuan. Ao Ronghua, Guo Juhua, Xu Dong-mei, Ms. Li Guiyun were released after being detained for three months. She was forced to pay the police 5,000 yuan, and was told by Zhang Shibin that the money would be returned if they found out that she was not involved in the broadcasting. However, the money has still not been returned.

Governor Zhang Zuoji of Heilongjiang Province and Wang Donghua, director of the Heilongjiang Provincial Police Department, went to the Nehe Detention Center to deal with this case. Luo Gan, then head of the Political and Legislative Affairs Committee, personally supervised the investigation.

Yuan Yanbo, Zhou Yuchen, Zhao Shuzhi and Yang Wenhua were sentenced to a forced labor camp for three years after being held in the detention center for four and a half months. They were taken to Tumuji Forced Labor Camp in Inner Mongolia on March 16, 2004. However, Zhao Shuzhi and Yang Wenhua were returned to the detention center when they failed the medical examination at the labor camp. E Yuxia was held in the detention center for four and a half months before being taken to Tumuji Labor Camp for one year on March 16, 2004.

Ms. Wang, a music teacher; Ms. Yan, a teacher; and Wang Zhaojun were all forced to pay 5,000 yuan to the local 610 Office.

Sentenced by officials at Nehe City Court

On November 26, 2003, Fu Libin, head of the Nehe 610 Office, and officials from the Nehe City Court sentenced Mr. Wei Changfeng to thirteen years in Bei’an Prison starting February 2004. Ms. Cui Guifeng and Ms. Xia Xiuwen were both sentenced to four years in Heilongjiang Women’s Prison starting on April 14, 2004, and have since been released. Mr. Wei Changfeng has been in Bei’an Prison for over 9 years and is still being persecuted there.

Eleven people were unlawfully arrested and detained in the Morin Dawa Banner Detention Center for broadcasting the facts about Falun Gong. Five of them were taken to a labor camp, three of them were sentenced to prison, three were forced to pay over 17,000 yuan, and one person was forced to pay over 80,000 yuan.
