Xicheng District Court Forced to Respond Mr. Hu Chuanlin's Case – Torture, Deceit and Conspiracy

(Minghui.org) Mr. Hu Chuanlin from Beijing International Studies University was secretly and unlawfully sentenced to the Xinan Forced Labor Camp for a two and half year term on October 18, 2012. The guards and detainees tortured him. At one point he was tortured so badly he became mentally unstable. Both his attorney and family have tried to get him out, to no avail.

On December 23, 2012, an appeal letter that Mr. Hu wrote was delivered to the Xicheng District Court. The appeal asked the court to dismiss Mr. Hu's forced labor sentence. However, the court failed to respond in the time frame set by law.

On January 13, 2013, another appeal letter was sent to the Beijing First Intermediate Court. Attached was a letter describing how Mr. Hu and his family had benefited from practicing Falun Gong, even though the family had been persecuted for a long time. The Case-Filling Section of Xicheng District Court replied on January 23, 2013, asking for further documentation.

On January 24, 203, the additional documentation was provided to the case-filling section. The information provided specified in detail that the Beijing Forced Labor Administration Committee and the Beijing Police Department had wrongly sent Mr. Hu Chuanlin to a forced labor camp; that the Beijing Forced Labor Administration Committee had colluded with the Xinan Forced Labor Camp to both block Mr. Hu's attorney from filing an appeal, and to persecute Mr. Hu.

The documents also clarified it is not a crime to practice Falun Gong and that those who undertook the persecution should be brought to justice.

CCP authorities at Beijing International Studies University Took Part for Years

Mr. Hu was taken away many times from his office at the university. The CCP officials at Beijing International Studies University have consistently followed orders from “higher authorities” over the years, following instructions to “transform” Mr. Hu. University CCP authorities at all levels implemented detailed procedures to monitor and “transform” Mr. Hu. The final step was to send Mr. Hu to brainwashing center and fire him.

The existence of the “transformation” plan was in itself secret, with only certain personnel in charge aware of it. Various other departments obeyed their instructions.

The “transformation” team reported to the Beijing 610 Office, the Beijing Teachers Union and the 14th Section of Beijing Police Department on a regular basis.

The security section mainly monitored and recorded Mr. Hu's whereabouts and tapped his office telephone. Personnel from Logistics Division monitored Mr. Hu's home and reported Mr. Hu's family's comings and goings.

University Officials Continue to Work Against Mr. Hu to This Day

When Mr. Hu was unlawfully arrested recently, the leaders and security section at Beijing International Studies University did not inquire at the police department for Mr. Hu's whereabouts. Instead they said they would continue to cooperate with the police.

The administration and faculty at Beijing International Studies University received many truth-clarification letters and phone calls from concerned individuals. They knew the facts about Falun Gong and the persecution it faces. Nevertheless, the administration still insisted that what they had done was correct and would not back down.

In the middle of January 2013, Ni Zhiheng, Deputy Dean of Beijing International Studies University, Xu Ze, Head of Security Section, Head of Human Resources and Zhang Yan, Head of Logistics Division, formed an “assistant team” and went to the Xinan Forced Labor Camp to discuss the prospects of firing him and try to get him to give up Falun Gong.

Falun Gong Practitioners Denied Warm Clothes in the Cold Winter Conditions

Mr. Hu's family kept requesting the Xinan Forced Labor Camp to investigate why Mr. Hu had become mentally unstable. They asked the camp to better meet Mr. Hu's basic needs. However, the Xinan Forced Labor Camp refused their requests many times without reason.

On December 21, 2012, Mr. Hu's family saw that Mr. Hu and many other Falun Gong practitioners in the labor camp were wearing only a single layer of clothes.

They learned later that Falun Gong practitioners were not able to get the same insulated clothes that other detainees wore. The camp not only refused to provide heavy clothes to Falun Gong practitioners, but also returned heavy clothes that were sent by the practitioners' families.

When Mr. Hu's family called the Administration Section of Xinan Forced Labor Camp about the situation, Guard Yang denied this happened in the camp and Section Head Shang Junbing just hung up.

Mr. Hu Tortured to a Mentally Unstable Condition in the Xinan Forced Labor Camp

Mr. Hu's family called the administration section many times asking the administration section to investigate why Mr. Hu had been tortured to the point of mental instability. They asked Shang Junbing, the section head, to give an answer. Shang Junbing refused to take the phone every time, saying he was busy with meetings. Guard Yang said, “This thing is very complicated. It is hard to say clearly.”

Mr. Hu's family later reported Mr. Hu's situation to the Beijing Forced Labor Bureau and the upper authorities at Xinan Forced Labor Camp. Yu Zhicheng from the Supervision Division of Beijing Forced Labor Bureau always denied that Mr. Hu was tortured. Later on, the Discipline Committee of Beijing Forced Labor Bureau demanded the Xinan Forced Labor Camp to respond.

Shang Junbing was forced to take a phone call on January 22, 2013. Mr. Hu's family was worried that Mr. Hu's life was in danger. Shang said “No, never.” Mr. Hu's family questioned why Mr. Hu became mentally unstable. Shang said, “It is because Falun Gong thinks differently.” His attitude was very negative and he finally said: “Do not call any more..”

In Summary

Mr. Hu was originally very healthy. He became mentally unstable after being sent to the Xinan Forced Labor Camp. However the camp tried to wriggle out of its responsibility and deceived Mr. Hu's family. No matter how they cover it up, however, we believe that they will not get away with their crimes, and ultimately will meet with justice for all they have done.
