(Minghui.org) On September 21, Falun Gong practitioner Mr. Hu Chuanlin, who works in the Second Foreign Language Institute in Beijing, was arrested in the school's logistics department office. On October 18, 2012, he was sentenced to two and a half years of forced labor. His wife, Huang Ling, a teacher at Beijing Media University, and their son had to become homeless.

On October 24, Mr. Hu's over-70-year-old mother sent an appeal letter to the second branch of the Beijing Procuratorate, the city government, and the city police departments to accuse the Section 14 of the Beijing Police Department and the Chaoyang District Police Department of illegally arresting her son. The letter proclaimed her son was innocent and called for his release as soon as possible. The letter is attached below.

Mr. Hu Chuanlin

Mr. Hu Chuanlin, 41, has a Master's Degree in Media Economics from Beijing Broadcast College. He is employed in the logistics department of the Second Foreign Language Institution in Beijing. After he started to cultivate Falun Gong in 1995, he truly understood the true meaning of the life. He followed the principles of Truthfulness-Compassion-Forbearance faithfully. He never argued with others if there was a conflict, and he always looked inward to find his shortcomings. Along with improvement in his state of mind, he also showed fundamental improvement physically. Illnesses that had bothered him for many years all disappeared.

Since the CCP started to persecute Falun Gong in 1999, Mr. Hu has been persecuted by the CCP many times.

In November 1999, he was detained in the Chaoyang District Detention Center in Beijing for a month.

In April, 2000, he was detained in the Chaoyang District Brainwashing Center in Beijing. He was not allowed to sleep and he was threatened.

In September 2002, he was detained in the Beijing City detention center for a month by the Beijing City Police Department. Later he was released on bail for a year.

In September 2006, he walked away when officers from Sanjianfang Police Station in the Chaoyang District tried to arrest him. His entire family had to become homeless and destitute for three months.

In September 2007, Hu Chuanlin was arrested by Fengtai Police Station in Beijing and was sentenced two years of forced labor. He was incarcerated in Tuanhe Forced Labor Camp in Daxing, Beijing, until March 2009. In the camp, he was not allowed to sleep and was forced to sit stock-still on a small bench, stand for long periods of time, do gymnastics for a long time, and squat for long stretches of time. He was beaten with electric batons and threatened many times. He was monitored by drug addict inmates. The drug addicts ordered him to do whatever they wanted, such as not allowing him to raise head, forcing him to walk with his hands clenched, and many other forms of torment. Mr. Hu was injured greatly. His hair turned white. His stomach often bothered him, and he hiccuped all the time. He also became very thin.

Most recently, on September 21, 2012, Mr. Hu was arrested again and sentenced two and a half years of forced labor.

Hu Chuanlin's Mother's Appeal Letter:

Dear Leaders of the Beijing City Government,

Greetings.

My name is Huang Jiying. My son, Hu Chuanlin, works at the Second Foreign Language Institute in Beijing. He was arrested by the police from Section 14 of The Beijing Police Department and the Chaoyang District Police Department on September 21, 2012, and taken to the Chaoyang District Detention Center. When I heard the news, I could not sleep. I really worried. I missed him so much that I almost collapsed. Just two days before my son was arrested, my husband, who is almost 80, and I both had cataract surgery.

My son, Hu Chuanlin, has been very thoughtful and kind since he was a child. He often helped his friends and he never argued with others. Since childhood, however, he was weak physically. When he started graduate school, he had problems with his stomach. We all worried about his health very much. After he started to cultivate Falun Gong in 1995, he became very healthy. When we saw him so healthy, we were relieved. He never lied and was never deceitful. He was honest at work, and his colleagues praised him. At first, he worked at the office of academic affairs at the Second Foreign Language Institute. He did the work of three people and was the mainstay of his department. When the school recognized its outstanding employees, he was given the award for his department. Later, he went to the logistics department and worked very diligently.

My son is kind and respectful and a very good person, but now he is imprisoned. How can this be? Right now, my daughter-in-law and my grandson have disappeared. My grandson just started junior high school. He cannot go to school. We were so upset that we could not eat for a long time. We really want to see our children every day. We believe there are more good people than bad in the society. We also believe this is a place that can ensure justice. We ask your leaders to help us and our son's entire family by freeing my son, letting our family be together, and making it possible for my grandson to go to school.

Accusation and Complaint Facts:

1. Accusation against the first and second respondents for illegally arresting Hu Chuanlin

2. Accusation against the third respondent for illegally detaining Hu Chuanlin

On the morning of September 17, 2012, at China Media University, the first respondents, officers Han and Zhang (they did not wear uniforms and did not show IDs), threatened Ms. Huang Ling and ordered her to provide her home address and contact information. Since she did not do anything wrong and the police did not show a warrent, she refused to cooperate based on the law.

At noon on September 21, 2012, Mr. Hu Chuanlin did not return home. Ms. Huang Ling, his wife, saw a police vehicle (plate number 1299) and a IVECO police vehicle near her husband's office. When she called him, he said, “The police are talking to me.” Then the phone was hung up. Later Mr. Hu's relatives tried to call his office, but the phone was immediately hung up. Then no one answered the phone anymore. When Mr. Hu Chuanlin was detained, charged with “using a cult to destroy law enforcement,” the police did not notify his family according to the law. Later, it was discovered that the first and second respondents searched Mr. Hu's home and took his personal belongings. The third respondent detained Mr. Hu.

On October 22, 2012, Mr. Hu Chuanlin's daughter-in-law authorized an attorney to visit him in the Chaoyang District Detention Center in Beijing. When the attorney submitted his legal documents including his power of attorney, the law firm letter, his license to practice law, and a special letter of introduction for lawyers to meet with the suspects in custody, the officials of the third respondent said, “Those documents are not acceptable. Your law firm has to purchase the documents from the local judicial department.” The attorney said, “We have used these kinds of documents for many years. According to item 33 of China Attorney Law, since the suspect was interrogated for the first time and detained, the defendant’s attorney has the right to meet the suspect or defendant and learn about the case upon presenting the attorney permit, power of attorney, and law firm verification letter. You are breaking the law. What law requires an attorney to purchase the documents from the local judicial department?” Later the officials claimed that Mr. Hu had already been sent to a forced labor camp and they did not have authorization to allow the attorney to visit him there. The officials also refused to provide any contact information for the department they claimed had jurisdiction.

According to item 105 of “Procedures for Police Departments to Handle Criminal Cases,” the police department has the right to detain the suspect or criminal if one of the following applies:

1. The suspect is preparing to commit a crime, committing a crime, or detained immediately after committing a crime.

2. A victim or witness testified that the suspect committed a crime.

3. Evidence relevant to the crime was found near the suspect or at the suspect's home.

4. The suspect intends to commit suicide, escape, or is escaping after committing the crime.

5. There is a possibility of the suspect destroying or fabricating evidence or testimony.

6. The suspect did not give his/her true name, address, and identification.

7. The suspect has been the major suspect in committing repeat crimes and committing crimes as part of a group.

Hu Chuanlin did not fit any of the descriptions above, so for the first and second respondents to detain him was illegal.

Based on the facts above, we ask the judicial department to pay attention to Hu Chuanlin's case and pay attention to the illegal behavior of law enforcement in handling this case. We ask the judicial department to truly perform its duty of rectifying such errors and illegal acts in order to avoid avoid damaging the image of the government and judicial department and to protect the rights of my son, Hu Chuanlin.
