On January 23, 2013, a teacher from the former Heilongjiang Province Chinese Medicine University Falun Gong practitioner Ms. Hao Penjie, was subjected to a cruel beating from Cong Zhixiu, and guard and team leader, Wang Min, in the Haerbin Qianjin Forced Labor Camp. They also shocked her with electric batons and stepped on her head. The two of them took turns beating her for more than three hours. After that, police officers stripped her, leaving her naked. They then poured cold water on her, and opened the window, exposing her to freezing temperatures, (outside temperatures were under minus 20 degrees Celsius during day, and minus 30 during the night in Haerbin City).
Such cruel punishment has taken place four times altogether. Currently, Ms. Hao has been persecuted to the brink of death. The torture has left her badly injured: she can't see clearly, she has difficulty walking, and she can't change positions once she lays down. Even so, the requirement to do hard labor in the workshop continues!
On April 16, 2012, when Ms. Hao was handing out DVDs of software to break through the Internet blockade, police officers from Wenzhengjie Police Station in Xiangfang District arrested her. They also beat her to the point that her whole hand was bruised and swollen. When they took her to the hospital for examination, they found that she also had serious heart disease.
Then Ms. Hao was taken to the forced labor camp for detention. On January 23, 2013, at Haerbin Qianjin Forced Labor Camp, guards Wang Min and Cong Zhixiu had Ms. Hao come into their office from the workshop to torture her for three hours. After that, they tortured her several more times. As a result, Ms. Hao is badly injured and her life is in danger.
Guard Wang Min, 41 years old, is the team leader for the No.1 Team at Haerbin Qianjin Detention Center. She is very cruel and has been persecuting practitioners relentlessly. She swears, curses, kicks them with her shoes, slaps their faces, beats them with clubs, drags them from the upper bunk, pulls their hair and then knocks their heads against the wall. She has also instigated inmates to push practitioners from the second floor to the main floor, put drugs in practitioners' food, instigated them to forcefully inject practitioners with unknown drugs and other means of torture.
Guard Cong Zhixiu is a political instructor from Qianjin Women's Forced Labor Camp. She often curses Falun Gong and its founder. Her slanderous words are very base. She also often uses such cruel torture as hanging up, or pulling their hair and then knocking their heads against the bed, sleep deprivation, and washroom deprivation. In summary, her torture methods are very brutal.
Wang Min and Cong Zhixiu have been committing the crime of mistreating prisoners and harming others purposefully. Their actions have violated article No.232, No.234 and No. 248 in the Criminal Law. According to article No. 397, they will face criminal charges.
Both Wang Min and Cong Zhixiu have been listed as targets for investigation by the Coalition to Investigate the Persecution of Falun Gong (CIPFG), as well as on the “Evil People Bulletin Board” from the Law Net website, with number 7549. Every criminal that persecutes Falun Gong will be brought to justice sooner or later.
