(Minghui.org) Ms. Chi Yao, a Falun Gong practitioner from Jinshan District of Shanghai, was illegally arrested on November 4, 2012. She is currently detained in the Jinshan District Detention Center. On November 30, the Domestic Security Division of the Jinshan Police Department involved in the arrest, fabricated evidence and sent it to the local Procuratorate in an attempt to put Ms. Chi on trial.

The Domestic Security Division claimed that Internet police had monitored Ms. Chi's blogging and forum activity and identified that she had uploaded some Falun Gong truth-clarification materials and articles about the persecution of her mother, Ms. Ge Xiaotian, also a practitioner. Jinshan police also sent someone to Fujian Province to investigate the content she had sent to people.

Ms. Chi's family went to Jinshan police station to ask for Ms. Chi's release. Lu Yibiao, deputy director of the Domestic Security Division, shouted at them in front of everyone, saying, “Why do you come here? Who told you to come here?” Then he shouted at these two relatives and friends accompanying the family, “Who are you? Where do you work?”

Mother Arrested

Ms. Chi's mother lives in Shihuahaitang New Village of Jinshi District, Shanghai. She began practicing Falun Gong in 1998. She benefited from it both physically and mentally and became an even kinder person. After the communist regime began to persecute Falun Gong in July 1999, Ms. Ge insisted on practicing Falun Gong and clarifying the facts about the practice to people to refute the regime's slanderous propaganda. She has been arrested and persecuted many times.

On April 10, 2012, Ms. Ge and practitioner Ms. Yuan Yahui went out together. While they were walking on a road, they were monitored. At the entrance of a small residential district, suddenly police officers jumped out from two police cars and arrested them. Xia Hui from the Domestic Security Division, officers Jin Hong and Huang Hong, and staff members from the residential committee then went to Ms. Ge's home and ransacked it. They confiscated many of her personal belongings. On the arrest warrant, they fabricated the charge, “Using a cult organization to undermine the implementation of national laws.”

After Ms. Ge was arrested, her family was not informed where she was detained. They also did not receive any written notice of the arrest. Her daughter, Ms. Chi, called Lu Yibiao at the Domestic Security Division and asked him why she had not received any written notice. He said he was not in charge of that and denied knowing where Ms. Ge was detained.

We Can Arrest You Just for Saying That”

When Ms. Chi threatened that she would expose her mother's case on the Internet, Zhao Yong, in charge of the 610 Office, told her that they would allow family to visit Ms. Ge. He also said that Ms. Ge had not yet been sent to a forced labor camp. At that time, Ms. Ge had already been detained for over four months.

On September 3, 2012, Ms. Chi went to the detention center to visit her mother. She saw wounds on her mother's hands and learned that she had been handcuffed every day for a long time. Once, she had been handcuffed for six days.

Ms. Chi took photos of the injury, but police in the detention center forced her to delete them and threatened her. Ms. Chi shouted with tears in her eyes, “Falun Dafa is good!” One police officer then got very angry and threatened, “We can arrest you just for saying that.”

Daughter Arrested

In the afternoon of November 4, 2012, Ms. Chi was unexpectedly arrested by officers from the Jinshan Domestic Security Division when she went out. Then Jiang Guoqiang and others from the division went to her home and ransacked it. They also went to her work unit and searched her office, confiscating her computer and other personal belongings.

On November 30, Jinshan authorities officially issued an arrest warrant, charging Ms. Chi Yao with posting information about Falun Gong on the Internet.

Under the leadership of Lu Yibiao, police in Jinshan District have monitored and arrested many Falun Gong practitioners. Many were sentenced and sent to forced labor camps, brainwashing sessions, and even mental hospitals. Police officers Jiang Guoqiang, Qian Ronggen, Lu Guoqiang, Sheng Xiongqing, Yao Hongquan, Hu Jiapeng, Xia Hui, Lu Bin, Chen Min (now transferred to another position), and Xu Ming all cruelly persecuted Falun Gong practitioners, violating the law and committing crimes.
