Falun Gong practitioner Mr. Zhang Puhe, from Qindeli Farm in Jiansanjiang Agriculture Administration Bureau, affiliated with Heilongjiang Agriculture Bureau, was imprisoned for ten years at Jiamusi Prison. On December 24, 2012, he was released from the prison. He was diagnosed by the juridical department as "second-degree handicapped." He can no longer work, and he cannot take care of himself. Mr. Zhang attempted to apply for financial compensation from the government, but he and his family received threats instead.

On January 15, 2013, when his lawyer went to the administration department of Jiamusi Prison to hand in the application for financial compensation and other related documents, he was attacked, threatened and humiliated by Liu Xiaoqing and another person from the administration department. After Liu Xiaoqing checked the lawyer's ID, he started shouting: "What do you do? Do you practice Falun Gong? Why did you speak for him?" He tried to kick the lawyer out. When the lawyer began to argue with them, they did not listen. Instead, they claimed that they would find Mr. Zhang and challenge him in person.

Mr. Zhang Puhe is 48 years old. In 1998, he began to practice Falun Gong and held himself to the standards of "Truth-Compassion-Tolerance." After that, he became a healthy and good person with high ethics. At work, he thought about others and took care of his employees. Whenever he had time, he helped others. At home, he respected his parents, and cared for his wife and son. He had a wonderful family.

On December 25, 2002, police officers from Qianjin District Police Sub-Bureau in Jiamusi City broke into his home, arrested him and took him away. He was subjected to forced confession through cruel punishments and brutally tortured. Mr. Zhang was framed and illegally sentenced to ten years in prison. On June 13, 2003, he was transferred to Jiamusi Prison, where he suffered mental and physical torture. He was shocked by 30,000-volt electric batons in his sensitive areas, beaten, placed in solitary confinement for a long time, and injected with unknown medication at the prison hospital. As a result, his legs became so swollen that he couldn't walk or take care of himself.

In May 2012, when Mr. Zhang's brother Zhang Sanjiang went to see him, he saw that his brother was carried on his back by two inmates. He was emaciated, couldn't speak clearly, his feet were swollen and bruised, and his life was endangered. His brother was afraid that Mr. Zhang would die in the prison. On May 8, he went to the No.6 ward, where Mr. Zhang was held, to see the person in charge (Liu Xiaoqing) and demanded to bail him out for medical reasons. He went through the procedure, and submitted 3,130 yuan. When his family members asked for a receipt for the cash payment, staff members told them, “We have never taken your money.”

At Jiamusi Prison, they treat people's lives very casually. Every time Mr. Zhang's family came to visit and saw his life at stake, they would go talk to Liu Xaoqing and ask him about bailing him out. Liu yelled at them: "What are you doing here? Don't rush me! If you come again, I'll arrest you all!"

Mr. Zhang was not released until his term was up on December 24, 2012. That day, he was taken into a hospital for a thorough medical check-up, where he was diagnosed with cerebellar atrophy, lacunar infarction, arteriosclerosis obliterans of the lower limbs, and secondary pulmonary tuberculosis in the lungs, with pleural thickening in the right. He was also evaluated at the juridical department as second-degree handicapped.

During his ten years of imprisonment, Mr. Zhang was subjected to mental and physical torture, his wife was forced to divorce him, his son could not see him, and his parents passed away after much suffering.

Now Mr. Zhang is handicapped and has no place to go, yet he is still threatened by the CCP. We ask everyone to please help stop this persecution against Falun Gong practitioners.
