(Minghui.org) Mr. Zhang Puhe was employed in the Supplies Section at the Headquarters of Qindeli Farm, Jiansanjiang Administration of the Heilongjiang Province Reclamation Bureau. Because of practicing Falun Gong, he has been persecuted by the Chinese Communist Party (CCP) to the point that his family has been broken apart. Mr. Zhang was sentenced to forced labor for two years and to prison for 10 years. Under such high pressure, his wife was forced to divorce him. He is still being held in the Second Battalion of the Sixth Prison Section in Jiamusi Prison. Long-term mental torture and physical persecution in Jiamusi Prison resulted in his health deteriorating. Since January 2008, he has been tortured to the point of becoming incontinent and he has difficulty eating. He huddles in bed, unable to care for himself, and is critically ill.

Jiamusi Prison's Brutal Persecution Caused Mr. Zhang to Be Critically Ill

In November 1999, Mr. Zhang experienced the ill treatment of Falun Gong practitioners by the authorities when he went to petition and was illegally imprisoned in Jiamusi Xigemu Forced Labor Camp for two years. The labor camp used inhuman mental and physical tortures to persecute him to force him to renounce his faith. Later, he was further persecuted by the 610 Office and the police.

On December 25, 2002, the police from the Jiamusi City Qianjin Police Station broke into his home and arrested Mr. Zhang and ransacked his home. At the time, he couldn't walk because the soles of his feet were frostbitten when he was released from the Qindeli Farm Detention Center. The police nonetheless still interrogated and tortured him. He was later sentenced to ten years in Jiamusi Prison.

In September 2003, prison guard Guan Zhihui ordered him to recite the prison rules. When Mr. Zhang refused, guards Fei Gang, Guan Zhihui, and Meng Jun (who was later fired by the authorities) used thirty-thousand volt electric batons to shock him all over his body. Four inmates were ordered to monitor him around the clock. The guards instigated inmates Li Chengtu, Feng Weizhi, Yang Jian, and Wang Xiaobin to beat him so badly that his face swelled and he had blue and purple bruises. Afterwards, every couple of days, the inmates found excuses to curse and beat him.

In the early morning on November 20, 2003, when a prisoner saw him doing the exercises, Mr. Zhang explained to him the reason he did them. The prisoner then insulted and kicked him. In order not to disturb others, he found two guards on duty to make clear the reason, and also clarified the truth to them. The next morning, captain Xu Liang talked to Mr. Zhang twice and told him that doing the exercises was not allowed, nor was spreading the truth about Dafa or reading Dafa books. When he refused, they locked him in a 5 square meter cell that afternoon. The cell was unheated, dark and damp, and very cold. He was only provided two meals a day. He was locked in the cell for 15 days.

From November to December, 2007, guards ordered the inmates to watch him. They didn't allow him to do the exercises or read Dafa books. They snatched his hand written copy of Zhuan Falun and other Falun Gong books. Because of his doing the exercises and reading Falun Gong books, he was beaten savagely. His face often had scars and he suffered severe physical and psychological harm.

On the afternoon of July 9, 2010, Wen Dong, captain of the First Group of the Sixth Prison Section; Yu Haipeng, an instructor; and two other guards suddenly searched Mr. Zhang and three other practitioners and took away an e-book, books, and articles that exposed the persecution.

Due to the brutal torture, Mr. Zhang's condition got worse and worse. He was frequently beaten by police and prisoners. Even though he could hardly walk (it took him 30 minutes to walk 200 meters), the prison guards still forced him to do a lot of labor. One time because Mr. Zhang walked slowly, a prisoner who was monitoring him pushed him toward the stairs. He almost fell down the stairs but luckily he was stopped by the rail. After that, his health and appetite began to worsen. He eventually lost the ability to take care of himself. His arms and hands are inflexible and he has difficulty having meals. His legs turned black and were swollen badly. He lost control of his bladder and bowels and often wet his bed. In order not to trouble others to help him eat, he only eats buns with salt. Every day he curls up in the bed, enduring unimaginable misery. Even his cellmates said it was too miserable.

In mid-January 2008, Mr. Zhang was sent to Jiamusi City Prison Hospital for treatment. Before he was hospitalized, he could still walk with others' help and speak clearly. However, after he was hospitalized for a month, he couldn't walk or speak clearly. According to the previously hospitalized prisoners, the prison hospital was as dark as the movie "Men Behind the Sun," which describes Japanese using Chinese to conduct human medical testing during the Japanese invasion of China in WWII. Some of the prison doctors were without medical ethics and human conscience. When a prisoner by the name of Wei suffered from appendicitis, the prison doctor operated on him without giving him any anesthetics. His painful piercing cries sounded extremely agonizing. Some patients' conditions got more serious after entering the hospital for treatment. The prison doctors do not regard prisoners as humans. They often delay treatment or misdiagnose. Ordinary prisoners were being harshly treated as such, one could only imagine how much worse they would treat Falun Gong practitioners.

Under the long-term high-pressure terror of the CCP's “guilt by association” policy, Mr. Zhang's wife was forced to divorce him. For twelve years, his loved ones have suffered a huge economic burden and mental stress. In 2006, his mother died during the persecution. Shortly after, his father suffered a stroke and was paralyzed in bed. In July 2012, he died from the grief of missing his son.

Jiamusi Prison Medical Parole Scam

Due to the vicious persecution at the Jiamusi Prison, Mr. Zhang's condition got worse day by day. Nearly a decade of inhuman persecution had led him to cerebella atrophy, with his body being emaciated, speech slurred, and he talked incoherently. His family repeatedly negotiated with the prison to have him released early to facilitate treatment. But the prison authorities played their deceitful tricks with lies and various excuses to refuse the request.

Squadron commander Xu Liang lied to Mr. Zhang that once he was "reformed," he would be released on medical parole. Under the high-pressure persecution over the years, Mr. Zhang was "reformed" when he was unconscious. Xu Liang was thus awarded a 1,000 yuan bonus and transferred to the training team in August 2008 as the head of the brigade. But prison authorities intensified their persecution of Mr. Zhang.

The prison was afraid of bearing the responsibility and wanted him out of jail. The prison asked the family for the cost of medical treatment and medical parole. When the family refused, they said the family did not want to accept the patient and if any accidents happened, the prison authorities would not be responsible. They once said Mr. Zhang would be released if the family paid 2,000 yuan for medical examinations, but later they said that all the fees would be waved and only Mr. Zhang's brother's signature was required to release him.

Mr. Zhang's younger brother worried that his brother might be unable to sustain himself until his term ended, so he hired two lawyers. On May 8, 2012, Liu Xiaoqing, captain of the sixth prison section signed a "medical parole agreement,” which stated that the prison authorities would be responsible for the approval and communicate with the local police, and his brother would bear all medical expenses. Liu Xiaoqing told them to go home to wait for the news, as they needed to conduct a physical examination of Mr. Zhang and report to the Prison Administration Bureau. Once approval was granted, he would be released. So far there has been no result.

On the morning of July 17, 2012, Mr. Zhang's brother received a phone call from Yang Yanhua, a female guard of the sixth prison section. She told him to bring 2,000 yuan for the law appraiser. Mr. Zhang's uncle was puzzled, as the prison had said as soon as the younger brother signed the forms, he would be released. Why make excuses for more money? On the morning of July 18, the uncle brought 2,000 yuan to the Jiamusi Prison. He gave the money to Yang Yanhua and asked for a receipt, but she refused to provide one. On July 20, Yang called the younger brother to say that the money given earlier wasn't enough and another 1,036 yuan was needed. On July 23, two guards went to the Qindeli Farm and obtained 1,036 yuan from the younger brother. The young brother asked for a receipt but they refused to provide one. The prison officers knew that such extortion was illegal, so they were afraid to leave any receipts.

Before the imprisonment, Mr. Zhang was robust and weighed 80 kg. A decade of persecution at Jiamusi Prison has caused him physical disability and to be critically ill. The Jiamusi Prison's cruel persecution and medical parole scam are just one example of the CCP's treatment of Falun Gong practitioners

From February 26 to March 28, 2011, in just ten days, the Jiamusi Prison persecuted to death three Falun Gong practitioners: Qin Yueming, Yu Yungang, and Liu Zhuanjiang. After exposure by the Minghui website, the international community was shocked that such evil and notorious prisons exist. Mr. Zhang has experienced the evil of Jiamusi Prison.

Jiamusi Prison must stop torturing Falun Gong practitioners. People are awaiting justice.
