Wang Mingyu, Party secretary from Chaoyang City, Liaoning Province, and Li Chao, chief of Chaoyang Police Department, gave the orders to officers from the Chaoyang City and county police stations.
Ms. Sun Baoying, Ms. Zhang Yuzhuo, Ms. Chen Guilan, and Mr. Zhao Hongli were arrested and sentenced very quickly.
Ms. Sun Baoying's Case Moved to the Procuratorate Within a Week
Ms. Sun Baoying, 56, was arrested on July 27, 2013, for writing a letter to the head of Jinzhou Railway Police Department to persuade him not to get involved in the persecution of Falun Gong.
Her arrest was approved without any criminal evidence by the Shuangta District Procuratorate less than a week after her arrest. Her case has been moved to Shuangta District Court. Procurators are Zhao Wenjun and Zhou Jie.
Ms. Zhang Yuzhuo Arrested
Ms. Zhang Yuzhuo was arrested on September 18, 2013, when she was distributing truth clarification materials around the Chaoyang City Center market. Her house was ransacked the same day. Her Dafa books and other personal items were confiscated. She was held at the Chaoyang Detention Center for seven days.
Gao Yang, head of the Investigation Brigade of the Traffic Police Department, and Shi Lei fabricated accusations and then handed her case over to the Chaoyang Procuratorate on September 25. Officials from the Chaoyang Procuratorate returned the file to the Traffic Police Department on September 30 and asked them for additional evidence, then turned the file over to the Shuangta Court.
Ms. Zhang's 84-year-old mother-in-law relies on Ms. Zhang to look after her. Her family is very worried about her.
61-Year-Old Woman Sentenced to Seven-Year Prison Term
Ms. Chen Guilan, 61, was put on trial on August 9, 2013, in Shuangta Court in Chaoyang City. The judge had no reply to Ms. Chen's lawyer's eloquent plea, and they were afraid to play the truth clarification DVD, which was the evidence used to sentence her. In the end, the judge insisted that she violated the law and sentenced her to seven years in prison.
Ms. Chen appealed and the case was reheard on October 17, 2013, in Chaoyang Intermediate Court. The final decision is not known at this time.
Mr. Zhao Hongli Arrested Again
On the afternoon of September 8, 2013, men in plainclothes from Jianping County, Chaoyang City, broke into Mr. Zhao Hongli's house. They punched him in the face, tied him and his wife up with their belts, and took them to the local police department. Director Jiang Jie detained Mr. Zhao for 15 days. Mr. Zhao has been on a hunger strike for nearly a month and he is in critical condition, but the police refuse to release him.
Mr. Zhao broke the law and was sentenced to a 10-year prison term when he was young. Luckily he met Falun Gong practitioners in prison and took up the practice. He tries to live by the Falun Gong principles of Truthfulness-Compassion-Forbearance and considers others first before doing or saying anything.
In 2003, he was sentenced to an eight-year prison term for practicing Falun Gong. During his detention, he went on a hunger strike to resist the persecution. The hospital issued a notice six times that he was in critical condition, but the authorities refused to release him until he had served his entire sentence.
When he was released, his looked sickly and was emaciated. His parents were in tears when they saw him. In order to avoid harassment and further persecution, Mr. Zhao and his wife left their home and rented another place. Even though they weren't at home, people from the local residential committee still harassed his parents.
Mr. Zhao's wife doesn't have a permanent job and does odd jobs to survive. She cried and said that she looked after the children on her own for eight years, and now he has been arrested again. The children have grown up and need to go to secondary school, and she can't afford to pay the tuition.
Officials and Police Persecute Practitioners
Party secretary Wang Mingyu issued a secret document to the local police department on September 16, 2013, regarding persecuting Falun Gong. It said tha the police needed to be organized, to be on the alert for a crackdown, to make sure that their efforts are successful, and to be quiet about it. After getting this order, the chief of Chaoyang Police Department, Li Chao, held a meeting announcing long sentences and a severe crackdown on practitioners.
According to incomplete statistics, from January to September 2013, over 50 practitioners were arrested in Chaoyang City.
