Police chief Chen Zhikai from the Chengguan District Domestic Security Division, Lanzhou City, Gansu Province led police officers to forcibly break into practitioner Ms. Chen Jie's home and illegally arrested her. They also ransacked her home and took away her personal belongings. Liu Dongyu and others from the Chengguan District Court lied to Chen Jie to prevent her from hiring an attorney to defend her, and secretly tried her.

Chen Zhikai, along with other police officers, committed the crime of kidnapping and burglary.

Falun Gong practitioner Chen Jie, 40 years old, lived at Sifang Village, Huining Town. At 2pm of June 26, 2012, Chen Zhikai from the Chengguan District Court led over 20 police and broke into Chen Jie's rented home in Lanzhou City. They did so without a warrant and didn't produce any IDs.

The police officers forcibly arrested Chen Jie, as well as her sister Chen Shuxian and visiting friend Wang Youjiang. Doing so was in violation of criminal law item 136. Chen Zhikai directed the ransacking. The police took away a computer, printer, many cellphones and almost all the personal belongings except the bed quilts, clothes and cooking pans. They also took away the key to the house. Chen Jie and Chen Shuxian requested the police to provide a list of all the things they took away. Chen Zhikai said he would not provide the list until he returned to the office, but he has yet to do so.

Afterwards, police took Chen Jie, Chen Shuxian and Wang Youjiang to the Chengguan District Domestic Security Division and interrogated them. Chen Zhikai used the tiger bench torture, and took turns with other police officers to stand on Chen Jie for two days and nights consecutively.

On the evening of June 30, Chen Jie and Chen Shuxian were detained at the Lanzhou City First Detention Center, and Wang Youjiang was detained at the Lanzhou City Second Detention Center. The police who participated in the torture and interrogation included Chen Zhikai, Dong Jinxia, Jia Zhaoxao, Zhang Bin and several others.

At the detention center, Chen Jie was forced to do slave labor. She was forced to grind tinfoil and had to be on night watch duty for 2 hours a night. Later, she was forced to do other tasks. Currently she is being forced to make wigs.

Chen Shuxian was released on August 24 due to “lack of evidence.” When she returned to her house to check on her things, the landlord told her that the domestic security division ransacked the house three more times after they were arrested, led by a police chief with the surname of Zhou.

Chengguan District Procuratorate did not approve the arrest warrant of Chen Jie and other Falun Gong practitioners until July 30, 2012, well after the arrests took place, making the arrests illegal. On November 13, Chen Jie's family hired an attorney from Beijing to defend Chen Jie.

The attorney went to the detention center to visit Chen Jie, but was rejected by the detention center with the excuse of “no court indictment.” The attorney then went to the Chengguan District Court. Court official Liu Dongyu lied to the attorney, saying that Chen Jie did not want to hire an attorney. He also did not allow the attorney to see the case file.

When the attorney objected, Liu Dongyu replied, “Let me ask Chen Jie to see whether she wants to hire an attorney first. I will let you know.” Then Liu Dongyu and the judge went to the detention center and put pressure on Chen Jie. Liu told Chen Jie that hiring an attorney was very expensive and tried other ways to deter her.

Later, Liu promised to allow Chen Jie's older sister to make a defense for her and let Chen Jie see her family members and her 90-year-old mother during the trial. After Liu deceived Chen Jie, he immediately called Chen Jie's attorney and told him that his services were unwanted. During the trial, the court did not allow Chen Jie's sister to make a defense for her, nor did they let Chen Jie see her family members.

At 7am on Saturday, November 24, 2012, Chengguan District Court suddenly brought practitioners Chen Jie, Wang Youjiang, Ge Qingchun and Lu Yueling to the court for trial without any advance notice. The court was heavily guarded and full of police and plainclothes officers. Over 200 police officers blocked the path around the courthouse. Anyone who entered needed to go through a rigorous security check.

Meanwhile, the observer seats were already filled with personnel prearranged by the court. The trial finished very quickly. During the trial, the judge did not allow the practitioners to speak. The public prosecutor accused the practitioners of being part of a “cult.” Then the prosecutor and judge kept asking whether the practitioners participated in spraying “Falun Dafa is good” on walls. They only allowed the practitioners to answer “yes” or “no,” and kept preventing the practitioners from making any defense or argument for themselves. Wei Gongxin and Liu Dongyu from the criminal court of Chengguan District Court were the judges for this trial.

Wei Gongxin, Liu Dongyu and others from the Chengguan District Court denied the practitioners due process and repeatedly lied to them. Chen Jie's family members went back and forth among the Chengguan District Court, judges Wei Gongxin and Liu Dongyu, and other related CCP judicial departments for Chen Jie's case. But the CCP judicial system constantly prevented them from making a defense for Chen Jie.

While Chen Jie's family members appealed to the Chengguan District Court and other related judicial departments, on June 7, 2013 officials from Chengguan District Court and Chengguan District Domestic Security Division visited Chen Jie at the detention center.

They said that Chen Jie's sister had appealed to higher level authorities, and hence the judge of the Chengguan District Court agreed to re-open the case. Then they produced a list of everything they ransacked from Chen Jie's home. They claimed it was all Falun Gong related items and forced Chen Jie to sign her name.

From June 20 to July 12, 2013, Chen Jie's family members called the Chengguan District Court on numerous occasions inquiring about Chen Jie's case. But they did not get any answers from the court. The last time they called, they were scolded by the court staff member that was on duty.

Chen Jie has been persecuted many times by the CCP for practicing Falun Gong. In August 2002, she was followed and arrested by police from Yinchuan City when she sent clothes to her sister Chen Shuxian, who had been arrested by Yinchuan City police. Chen Jie was brutally tortured for a week by police officers and was detained at the Huining County Police Department afterwards for half a month. In 2003, she was sentenced to three years in prison by the Qilihe District Court in Lanzhou City for clarifying the truth about Falun Gong to the public.
