(Minghui.org) As of August 22, 2013, Falun Gong practitioners Mr. Zhao Hongyu, Li Guiyun, Qi Xiumei, and Lu Chengying from Baoquanling Reclamation Farm Administration Bureau in Hegang City, Heilongjiang Province, have been undergoing persecution for two years. They have been detained in Harbin Women’s Prison. Lu Chengying is in the prison hospital, and her health is deteriorating.

According to what has been reported, Zhao Hongyu, Li Guiyun, and Qi Xiumei are forced to do heavy labor every day in Ward No. 11. Even after long hours it is difficult to complete the huge quota given to them by the police. Li Guiyun, exhausted from the work load, was shaking as she walked to see her family when they visited. The ordeals she has been through are unimaginable.

Lu Chengying, 70, is experiencing deteriorating health due to being persecuted for her beliefs. Her blood pressure is as high as 220-250. The prison staff, not wanting to be held responsibile for the conditions, asked the police department at the Baoquanling Reclamation Farm Administration Bureau to release them on bail. However, the director of the police department and the secretary of the Politics & Law Committee refused to process the request. Lu’s family is extremely worried about her.

Review of the Persecution Event

Led by officer Zhang Shupeng, over a dozen officers from the police department at the Baoquanling Reclamation Farm Administration Bureau, broke into Falun Gong practitioner Li Guiyun's home on the evening of August 22, 2011, after jumping over a wall to gain access. They ransacked the home, robbed and beat many of the people present, and arrested eight Falun Gong practitioners.

The Baoquanling Agricultural Reclamation Bureau Court tried Li Guiyun, Zhao Hongyu, Qi Xiumei, Liu Hongbin, Liu Gui and Lu Chengying on April 19, 2012.

On May 10, 2012, these six Falun Gong practitioners were sentenced as follows: Zhao Hongyu was sentenced to 5 years in prison, Li Guiyun to 4.5 years in prison, Qi Xiumei to 4 years in prison, Liu Hongbin to 3 years in prison, Lu Chengying to 2 years in prison, and Liu Gui was sentenced to 1 year in prison. Zhao Hongyu, Li Guiyun, and Qi Xiumei were transferred to Harbin Women’s Prison on August 2, 2012.

Falun Gong practitioner Li Guiyun, who is in her fifties, was in a forced labor camp in 2000.

Zhao Hongyu, in his forties, was detained for over 30 days in February 2007. His sister, practitioner Zhao Hongrong, had previously been put in forced labor, and has now been forced to leave home to avoid further persecution.

Ms. Qi Xiumei, in her forties, was an elementary school teacher in Baoquanling Agriculture and Reclamation Administrative Bureau. She had been detained for 30 days in February, 2007, and was later disqualified as a teacher and forced to do cleaning work.

Falun Gong practitioner Liu Hongbin was detained in Jiamusi Prison for further persecution. Falun Gong practitioner Liu Gui was released on August 22, 2012.

Xu Lianbin, secretary of the Politics & Law Committee, and director of the police department, was once the deputy director of Hongxinglong Administrative Bureau and director of the detention center. When practitioners said, “Falun Dafa Is Good!” Xu instructed the inmates to slap the practitioners’ face with shoes. He then claimed that the shoe can stop them.

Xu once shouted at a Falun Gong practitioner because he withdrew a so-called confession made as he was being tortured and interrogated by police officer Zhao Yingguang. Xu then said, “Zhao Yingguang should beat you with a board. If you don’t listen to me, you will be tortured until you listen to me.” So this Falun Gong practitioner was tortured with shackles and both hands cuffed behind his back with arm below, and the other cuffed from above, for over 37 days.

Officers Zhang Chunhua, Zhao Yingguang, and Wu Jiahui from Hongxinglong National Security 610 Office later came to torment him further. Zhang Chunhua said, “Now you listen to us, you just need to be beaten. Zhao Yingguang said you lost weight. So it is a good idea to come here if you want to lose weight, I will have to try that for weight loss.”

Xu Lianbin was rewarded with political gains for his role in persecuting Falun Gong practitioners. He has been promoted to director of the police department at the Baoquanling Reclamation Farm Administration Bureau. Xu and his brother in-law Gu have a mantra, “It’s nothing for a few people to die in the detention center.” They have no regard for human life.

Xu forcibly cuffed Falun Gong practitioner Yu You’s hands behind his back, with one hand cuffed below, and the other hand cuffed from above. They cuffed him with shackles that weighed more than 130 pounds. He also said that Yu would stay in the prison forever if he refused to "confess."
