(Minghui.org) After the Wang Lijun incident in February, and especially since Bo Xilai stepped down, more and more dark secrets of the Chinese Communist Party's (CCP) Political and Legislative Affairs Committee (PLAC) have been exposed. The crimes of Zhou Yongkang, head of the PLAC, are also surfacing. The PLAC, and its supposed role of “maintaining stability,” is really the most unstable factor in Chinese society.

The PLAC is a tool the CCP uses to control Chinese society and the Chinese people. It is a spy organization similar to the KGB of the former USSR. Using the PLAC to control laws and regulations in society is a kindred characteristic of communist systems. The system and operations of the CCP's PLAC was in fact imported from the USSR.

The PLAC was formed in 1958. Kang Sheng, Wang Dongxing, Peng Zhen, and others have held the position of chief within the organization. The PLAC has jurisdiction over public security, the Procuratorate, the judicial system, national security, and the armed police. In order to persecute Falun Gong, Jiang Zemin even developed within the PLAC a gestapo-like agency beyond the jurisdiction of law: the 610 Office. In fact, the PLAC is another center of power in the CCP, and it is the biggest and most corrupt agency.

The PLAC Harms the People of China

The PLAC is invisible within the Chinese constitution and laws. However, the PLAC can direct public security, the Procuratorate, the judicial system, the armed police, and national security agencies – such agencies that are normally under the jurisdiction of the People's Congress and the National Council. The PLAC is a brain organization in charge of intelligence for the CCP and all spheres of government, security sectors, labor camps, and judicial and procurator systems. It is a violent and authoritative tool of the Communist Party, second only to the military. It is a sharp knife aimed at the Chinese people, and it has played critical roles in many of the CCP's crackdowns on Chinese citizens.

The current PLAC secretary, Zhou Yongkang, uses armed police to attack innocent Chinese citizens at least 15 times a year. According to internal statistics from various Chinese agencies, Mainland China sees almost 300,000 group protests every year. Half of such protests are formed in resistance to orders issued by agencies under the governance of the PLAC. China has about 8 million “long-term petitioners,” 82 percent of whom are petitioning injustice in cases handled by the public security, the Procuratorate, or the judicial systems.

The PLAC is the executor of the CCP's “people's democratic dictatorship” tyranny. In other words, if there were no PLAC, there would be no so-called “people's democratic dictatorship,” and fewer Chinese people would be persecuted. The biggest crime of the PLAC is its assistance to the CCP in persecuting and harming Chinese citizens. From the early days of “land reform,” “crackdowns on anti-revolutionaries,” and “eliminating anti-revolutionaries” to the “anti-rightest” movement in the 1950s, the Cultural Revolution (even though the PLAC was deactivated during the Cultural Revolution, its specter was omnipresent), the “severe attack” in the 1980s, the Tiananmen Square massacre, crackdowns on the Chinese Democratic Party, and the persecution of Falun Gong and Chinese dissidents and petitioners, the PLAC's crimes are too numerous to mention.

The PLAC Has Pushed the Chinese People to the Brink of Danger

The PLAC is paid to persecute the Chinese people and the CCP has supported the PLAC's persecution of Falun Gong.

At the beginning of this year, the CCP significantly increased the 2012 budget for the police and the armed police. According to figures released by the Chinese Ministry of Finance, compared to China's 2012 defense budget of 670 billion yuan, the “public security” budget, which includes police, national security, the armed police, and the judicial and prison systems, will increase to 701.7 billion yuan. The budget has grown by 11.5 percent from last year's 629.3 billion yuan. The CCP invests so much in “maintaining stability” that financial coverage for pensions, healthcare, and education for the Chinese people is inadequate.

An article in the Guangming Daily stated: “The financial reports for Guangzhou City, Guangdong Province, show that the city's 2007 expense for 'maintaining stability' was 4.4 billion yuan, more than the 3.52 billion yuan for social security expenses. These figures were quite controversial among the representatives of the People's Congress. In 2009, Chongqing City's budget for 'maintaining stability' was 5.27 billion yuan. In 2008, the city's expense for armed police was 5.27 billion yuan. Because the pressure for 'maintaining stability' is increasing, some locales have been forced to cut other budgets in order to fund the budget for 'maintaining stability.' For example, Jin City, Hunan Province, asked all administrative institutions to cut their budgets by 20 percent. Some budget cuts have even been passed to reduce staff members' monthly salaries.”

Not stopping the corrupt officials is tolerating and endorsing them. Throughout humankind's history, the righteous and the evil have not co-existed in harmony. Now, Chinese people are unknowingly joining the side of wickedness and evil along with the CCP. Paying money to the PLAC is equivalent to paying murderers so that they can kill more people. The PLAC has committed its most heinous crimes in its persecution of Falun Gong.

Rescue Oneself Before Circumstances Change

Falun Gong practitioners are not a minority group but are instead people who practice cultivation. There is not an issue of Falun Gong needing the support of others. The issue is that whoever supports and understands Falun Gong will recover his or her conscience. Falun Gong has not collapsed amidst the persecution; instead, the CCP is disintegrating as a result of the persecution.

One man once said to a Falun Gong practitioner, “I know a lot of people have announced that they're quitting the CCP. This is a personal statement. I remain neutral.” The Falun Gong practitioner told him, “Since you want to remain neutral, you should quit the CCP. If you are a member of the CCP, how can you be truly neutral?” The man pondered this question. The practitioner continued, “Quitting the CCP is not only a personal statement, it is a choice for the future. We all know that what goes around comes around. When the CCP is receiving retribution for its crimes, could any members of the CCP be spared? We truly care for your safety.” This man replied with gratitude, “Thank you.” He then quit the Communist Youth League and Young Pioneers.

In fact, a lot of Chinese people have had similar thoughts. Although the number of such people is decreasing, there are still many. What this practitioner said was true. Only when people quit the communist organizations can they truly be neutral. As for those who have not realized the true nature of the PLAC, they are taking the side of the wicked and sustaining it with their hard-earned money. Only when one takes action to stop the criminal acts of the PLAC can one truly be neutral – only then has he or she not helped the PLAC.

Those who have family members or friends in the PLAC should tell them of the crimes of the PLAC and expose the truth that the CCP is on the verge of disintegration. We should help good people not be used as pawns.
