(Clearwisdom.net) Geng Zhanfeng and his son, Geng Chao, successively headed up the 610 Office of the Xinji City Domestic Security Division from 1999 to 2007. Both actively carried out the illegal persecution of Falun Gong practitioners and are now suffering from terminal illnesses. Geng Zhanfeng suffers from uremia, Geng Chao suffers from diabetes, and another 610 Office member, Jia Lichao, suffers from dying bone cells.

During the nine years from 1999 to 2008, Geng Zhanfeng and Geng Chao engaged in arbitrary beatings of Falun Gong practitioners, searching their homes, torturing them during illegal interrogations, and sending them to forced labor camps and prisons. They broke up many families and caused the deaths of practitioners.

The Persecution of Mr. Chen Xibu, Ms. Su Cangxin, Her Husband, and Other Practitioners

Since the persecution began on July 20, 1999, Geng Chao, Geng Zhanfeng, and Jia Lichao in Xinji City were aware that that Mr. Chen Xibu's family was wealthy, and they intentionally harassed him, ransacked their home, and extorted money from them by threatening to take Mr. Chen into custody. His family can't remember how many times he was arrested, or how much money the police extorted from them. The officers took at least 45,000 yuan in cash, a computer, a printer, a camera, a miniature recorder, four cell phones, a motorcycle, two bicycles, two watches, a necklace, a ring, and other personal belongings.

In 2007, the Xinji police detained him and held him in the Domestic Security Division Compound, where Geng Chao and two other officers force-fed him unknown substances. They had to stop the force-feeding when Mr. Chen vomited large amounts of blood. Before the Beijing Olympics in August 2008, Domestic Security agents relentlessly pursued Mr. Chen and threatened to detain his son if they could not find him. They ransacked his son's home, pushed his daughter-in-law down, and took their car. On August 6, 2008, six officers went to Shijiazhuang City and took Mr. Chen, his wife, and daughter back to Xinji City. The police watched their home around the clock and harassed them several times per day. They refused to return his son's car even after the Olympics ended, and said they would wait until the Special Olympics finished, or even until after October first, the Chinese Communist Party's National Day. For nine years, Mr. Chen was severely mistreated, and he could not live or work as usual. He was totally deprived of his basic human rights. Mr. Chen, once a successful entrepreneur, was so weak and exhausted that he died on August 31, 2008, at age 56.

Geng Chao and other Domestic Security police officers harassed Ms. Su Cangxin and her family continually after the persecution began in 1999. After incessant harassment, robbery, and detainment, Ms. Su passed away, at age 55, on January 4, 2009.

Around May 26, 2001, the persecution was most severe, and Ms. Su's husband was arrested by Xinji City 610 Office personnel, including Geng Chao and others. They took him to the city courthouse and beat him for five days. They hit his legs with a wooden club, shocked him with an electric baton, used a rubber hammer to hit his back and a wooden club to apply pressure to his thighs, and injected him with unknown drugs. On May 30, 2001, he was take to the Xinji City Detention Center and detained for almost a year, torturing him entire time.

On April 20, 2004, Geng Chao and other officers intercepted Mr. Xue Xiaowu's car. The officers took everything from his car and 4,000 yuan in cash from his pocket. They impounded the car, searched his home, and confiscated Falun Dafa books and materials. The police also took several deposit receipts, worth a significant sum, in addition to several computers. Mr. Xue was taken to a detention center.

Geng Chao headed up a large group of officers that broke into the home of elderly Ms. Liang Shuxue on April 23, 2004. They ransacked the place and took deposit receipts and cash totaling over 7,500 yuan. When Ms. Liang fell down as a result of illness triggered by the police violence, the officers carried her into the police vehicle and took her to the police department. During the three days Ms. Liang was held in custody, she was ill, ate nothing, and did not sleep at all.

On April 12, 2005, a large group of police officers under the direction of Geng Chao went to Pengliuzuo Village and Tianjiazhuang Village in Xinji City. They arrested Mr. Zhang Tongyi and and his wife, Ms. Li Ergai, and ransacked their home. The officers took 15,000 yuan in cash from the couple's home, searched them, then took an additional 1,200 yuan in cash. They also took a password-protected check and cashed it. Geng Chao personally took a computer and a new cell phone worth over 1,000 yuan. The police sentenced Mr. Zhang to one year of forced labor, to be served outside the labor camp. His wife, Ms. Li, was sentenced to three years of forced labor.

Incomplete Statistics of Crimes Committed by Geng Zhanfeng and Geng Chao

Based on incomplete statistics from several towns and townships in Xinji City, from July 1999 to November 2007, while Geng Zhanfeng and Geng Chao were heading up the Domestic Security Division's 610 Office, 15 practitioners in Xinji City died directly or indirectly as a result of persecution. There were a total count of 354 arrests, 24 prison sentences, 30 forced labor sentences, 810 cases of custody, 343 rounds of brainwashing, 15 arrest warrants, and 363 searches of homes. Total cash and valuables taken by the police amounted to 304,489 yuan. Accumulated fines amounted to 1,796,012, plus additional extortions of 111,849 yuan. The total count of practitioners forced to leave town with nowhere to live was at 56. Five couples were forced to divorce. Nineteen people were expelled from work or school.

The police also took motorcycles, tractors, tricycles, bicycles, computers, cell phones, television sets, tape recorders, camcorders, ink-jet printers, safe boxes, MP3 players, new clothes, driver's licenses, residential identifications, marriage certificates, and other daily necessities.

The arbitrary torture and abuse of practitioners, their demotions or firings or suspension of salaries, and other acts of persecution were not included in the statistics.

Former and Current Members of the 610 Office Must Stop the Persecution Immediately

Geng Zhanfeng, Geng Chao, and the current head of the 610 Office, Wei Zhaohui, have violated numerous laws in the Chinese Constitution, the Criminal Law, and the Criminal Procedure Law. Whatever the excuse, the police have violated the constitution as they have participated in the persecution of Falun Gong practitioners. Geng Zhanfeng, Geng Chao, and other officers have engaged in activities that deprive citizens their rights to religious freedom and are subject to the charges of having committed the crimes of slander, false accusation, abduction, robbery, and intentionally injuring and causing the deaths of Falun Gong practitioners.
