Falun Gong practitioner Mr. Zhou Degang from Rizhao City, Shandong Province, was transferred to the Jinan Labor Camp after being detained at the East Harbor Public Security Bureau in Rizhao City for nine months. This was Mr. Zhou's third sentence.

On the evening of August 17, 2012, Mr. Zhou didn't return home. His family dialed his cell phone, trying to contact him but they couldn't get a hold of him, so they dialed 911. They also went to the 610 Office and the Municipal Public Security Bureau to find him, but to no avail. On August 21, a group of unidentified people ransacked Mr. Zhou's house. They found nothing. When Mr. Zhou's family asked them for Mr. Zhou’s whereabouts, they refused to tell them.

A week later, police notified Mr. Zhou's family that he was being detained at the Rizhao Detention Center for handing out Falun Gong-related materials to the public. When Mr. Zhou’s family went to the detention center and public security bureau to demand his release, personnel refused to acknowledge that he was there and were evasive. After a month in detention, Mr. Zhou's family was told that he had been sentenced to serve nine months in a labor camp.

Mr. Zhou was an employee of Yankuang Groups Inc. In January 2001, he was arrested and sent to the notorious Wangcun Labor Camp in Zibo City for three years for practicing Falun Gong, where he was severely tortured . Shortly after he was released in 2004, he was again arrested by the Rizhao Public Security Bureau for clarifying the facts about Falun Gong to the public. His house was ransacked by the authorities and he was sentenced to serve four years in Taian Prison in Shandong Province. During his detention, he endured numerous inhumane tortures and cruel persecution.

After he was released from prison in 2007, he made his living by selling things on the street (as he had been sacked by his previous employer). Even with these hardships, he didn't give up his belief in Falun Gong, which teaches Truthfulness-Compassion-Forbearance, and he continued to tell people the facts about the persecution. At present, Mr. Zhou is facing his third prison term.
