(Clearwisdom.net) Mr. Liu Guifu, 61, is a Falun Gong practitioner from Dafangtun in Jixing Village, Yihantong Township, Fangzheng County, Harbin, Heilongjiang Province. He was arrested while doing work at the farm on September 5, 2011, and taken to a detention center by Lu Tongjin and Bai Wenjie from the Fangzheng County Domestic Security Division, and the two heads, Li Guo and Wang Hongzhi, from Yihantong Police Station. This occurred during the fall harvest season. The family has requested the release of Mr. Liu multiple times but has been rejected.

After Mr. Liu started practicing Falun Dafa in 1998, he not only became healthier but also achieved a higher moral level. The persecution of Falun Gong started on July 20, 1999, and he was illegally arrested and persecuted in 2003. Below are some of the details of the earlier arrest.

Chou Yongsheng, team leader at the Domestic Security Division of Fangzheng County, and with four other officers, attempted to arrest Mr. Liu on October 16, 2003, but he refused to go with them. Many people in the local village came over and blocked the police car and condemned their evil act. Chou Yongsheng took out his gun and pointed it at the bystanders. He asked, “Where did those fliers come from?” He then started brutally beating Mr. Liu, assisted by the son-in-law of the head of the police department with the last name of Bai, a thug with the last name of Chen, and four female officers. They held his head to the ground and beat him using belts and plastic tubes. When he passed out from the beating, they poured cold water on him and continued to beat him. He still did not tell them where the fliers came from. They then used a lighter to make a needle-like pin red-hot and stabbed it into his arms.

As the officers were brutally beating Mr. Liu, they kept threatening him as well. After that, they took him to Fangzheng County Second Detention Center. The next day he was interrogated for the second time. He was tied to an iron chair with his hands handcuffed and tied to back of the chair. They raised his feet and used plastic tubes to hit him on the bottoms of his feet and the insides of his thighs. One guard stood on his handcuffs with all his weight, which caused Mr. Liu significant pain.

After Mr. Liu was detained in the Fangzheng County Second Detention Center for six months, he was transferred to Daqing Prison in April 2004, where he was tortured, forced to sit on steel channels and steel ingots, deprived of sleep, and forced to stand on cold floor tiles. Wooden boards were used to beat him, and blood came through his pants. One blister on his hip was as big as an egg yolk.

Mr. Liu was released from prison in late 2009. On September 5, 2011, while working at the farm, he was arrested again by police from Fangzheng County Domestic Security Division.
