(Clearwisdom.net) Bai Yingxian, the warden at Harbin Women's Prison (also known as Heilongjiang Women's Prison), has assisted in the persecution of Falun Gong practitioners since she took office. Guards arbitrarily abuse practitioners and instigate inmates to do the same. They have also put practitioners in solitary confinement for long periods of time.

Practitioners are held in wards No. 7, 9, 11, and 13. Guards encourage inmates to torture practitioners by rewarding them with privileges and reduced sentences. There are four cells on each floor in ward No. 9, with each cell holding one newly-admitted practitioner and more than ten inmates. The inmates are then responsible for abusing the practitioner. Approximately 30 inmates on the same floor can actively participate in the persecution of one practitioner.

Practitioners are often physically and verbally abused, deprived of sleep and use of the restroom, forced to sit on a small stool or stand still for up to 17 hours a day, hung up on a bed frame, and forced to stand naked outside in the freezing cold.

Wang Xiaoli, the head of ward No. 7, often forbids practitioners to see their families, make phone calls, or send letters. She forces practitioners to watch video programs slandering Falun Gong. Some elderly practitioners have developed symptoms of high blood pressure. Guard Kou Lili even has inmates remove these practitioners' mattresses so that they can not sleep well. Newly appointed deputy head of ward No. 7, Chang Xiaoli, also actively persecutes practitioners.
